Engineer’s Project #1-0017-22

This advertisement is for the re-bid of the project. Bidders shall obtain and use the current re-bid Drawings and Specifications, together with any addenda issued for this solicitation, in preparing their bids.

According to Drawings and Specifications prepared by J. Ronald Landreneau & Associates, Inc. and James W. Dean Architect, LLC, described in general as follows:

This project scope of work includes, but is not limited to, providing all materials, equipment, labor, and supervision necessary for the construction of a new Central Fire Station for the City of Ville Platte, including building construction, site preparation, grading, concrete paving, sidewalks, parking, aggregate drive, utility installation, water service, sewer service, gas service, generator pad, signage, and all related appurtenant work necessary for a complete project, all in accordance with the Plans and Specifications. The bidder is responsible for obtaining all required permits, licenses, bonds, insurance, and other applicable items in accordance with the Plans and Specifications.

A Pre-Bid Conference will be held on October 20, 2026, at 11:00 AM at City Hall Meeting Room, 126 East Main St Ville Platte, LA 70586. Attendance at this re-bid pre-bid conference is MANDATORY for all prospective prime bidders. Bidders shall be present at the beginning of the conference and remain in attendance for its entire duration. Failure to comply shall prohibit the bidder from submitting a bid. Attendance at the previous solicitation’s pre-bid conference does not satisfy this requirement.

Sealed bid proposals shall be addressed to the City of Ville Platte and delivered to City Hall, 126 East Main Street, Ville Platte, LA 70586, no later than 2:00 p.m. local time on Wednesday, November 4, 2026, at which time and place the bids will be publicly opened and read aloud. Bids received after this deadline will not be considered.

The information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance and Payment Bonds, and other contract documents may be examined at the Office of:

J. Ronald Landreneau & Associates, Inc. located at 801 W. Main Street, Ville Platte, LA. Copies may be obtained at this office upon payment of a deposit of $250.00. This deposit will be refunded upon request in accordance with R.S.38:2212.

The Owner reserves the right to reject all bids for just cause; such actions will be in accordance with Louisiana Revised Statutes 38.

Retainage for this project shall be five percent (5%) of the Contract Price. Release of retainage shall be subject to expiration of the forty-five (45) day period following recordation of the Owner’s formal acceptance of the work and satisfaction of applicable requirements of the Contract Documents and Louisiana Revised Statutes, including R.S. 38:2248.

The successful bidder shall maintain an active registration in the System for Award Management (SAM.gov), including a Unique Entity ID (UEI), prior to beginning construction and as otherwise required by the project’s funding requirements.

Each bid must be accompanied by a Bid Bond or a Cashier’s Check in the amount of 5% of the total bid value, said bond or check made payable to the City of Ville Platte.

No bidder may withdraw his/her bid, security within forty-five (45) days after the actual date of the opening thereof.

The Contractor shall comply with all applicable federal and state laws and regulations concerning equal employment opportunity and nondiscrimination.

It is required that on any bid for this project submitted in the amount of fifty thousand dollars ($50,000) or more, one dollar ($1) or more for hazardous materials or mold remediation, or ten thousand dollars ($10,000) or more for Plumbing, Electrical or Mechanical, the contractor shall certify licensure under R.S. 37:2150-2192 and show the license number on the bid envelope.

The successful bidder will be required to furnish a Performance and Payment Bond written by a company licensed to do business in the state of Louisiana.

The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.

Bidders shall submit the bid form and accompanying documents required at bid submission in accordance with R.S. 38:2212 and the Instructions to Bidders. Additional documentation shall be submitted within the applicable time periods established by law.
