REQUEST FOR QUALIFICATIONS
Engineering and Planning Services
Amelia Levee – Bayou Boeuf Project (TE-0192)
Phase I – Alternatives Development and Implementation Roadmap
The Assumption Parish Police Jury (APPJ) is issuing a Request for Qualifications from firms interested in providing professional engineering and planning services for Phase I of the Amelia Levee – Bayou Boeuf Project, identified in the Coastal Protection and Restoration Authority’s (CPRA) Mater Plan as the Amelia Levee Improvement (TE-0192.)
The Phase I effort is intended to define a technically defensible regional flood risk reduction strategy for the Lake Verret Basin, Bayou Boeuf, and Bayou Chene areas. The study shall evaluate the interaction of three principal flood mechanisms: (1) hurricane storm surge, (2) riverine flooding, and (3) rainfall-driven drainage and backwater flooding. The analysis shall consider how existing and proposed flood-control features, drainage pathways, navigation features, and operational conditions affect risk throughout the study area.
The project shall be alternatives-based. This RFQ does not establish a predetermined levee alignment, pump-station location, closure structure, or preferred structural solution. The consultant shall develop and evaluate a reasonable range of alternatives, including combinations of structural, conveyance, pumping, operational, and alignment concepts, as warranted by the technical analysis.
An important Phase I objective is to develop a science supported implementation roadmap that can be used by APPJ and CPRA to coordinate with the U.S. Army Corps of Engineers (USACE) and other agencies regarding potential future federal participation. The consultant shall assist in identifying a feasible pathway for transition to a USACE-led or federally supported design and construction effort under applicable existing authorities, subject to federal eligibility, authorization, policy, and funding determinations. Phase I shall not presume that a specific federal authority or funding outcome has already been approved.
The consultant shall also evaluate regional drainage effects associated with closure or restricted conveyance at Bayou Chene and other control points. The analysis should identify conditions under which flood-protection closures may reduce basin drainage capacity and shall evaluate measures that could offset or manage those effects.
Engineering license verification will be required prior to the distribution of specifications.
The responses must be received via the Assumption Parish website (www.assumptionla.com), the Central Auction House website (www.centralbidding.com) or hand delivered to the Assumption Parish Police Jury (APPJ) office located 4813 Highway 1, Napoleonville, LA 70390 on or before the date and time specified in the Schedule of Events. Proposals may also be submitted by certified or registered mail with return receipt requested to P. O. Box 520, Napoleonville, LA 70390 but MUST be received and date stamped as received in the Assumption Parish Police Jury Administrative office no later than the deadline as stated in the Schedule of Events.
