ST. MARY COMMUNITY ACTION AGENCY’S INVITATION TO BID

St. Mary Community Action Agency (St. Mary CAA) is soliciting sealed bids from qualified and licensed HVAC contractors for the purchase and installation of a new Air Conditioning/HVAC system at the Peter Pan Head Start Center.

Scope of Work

The selected contractor will be responsible for furnishing all labor, materials, equipment, permits, supervision, installation, testing, start-up, and related work necessary to provide a complete and operational air conditioning/HVAC system. Detailed specifications and project requirements will be provided to qualified bidders.

Davis-Bacon Requirements

This project is subject to applicable Davis-Bacon and Related Acts (DBRA) requirements. The successful contractor and all subcontractors shall comply with all applicable Davis-Bacon labor standards, including: Payment of laborers and mechanics at not less than the applicable Davis-Bacon prevailing wage rates and fringe benefits for the classifications of work performed; Inclusion of all applicable Davis-Bacon labor standards requirements in subcontracts and lower-tier subcontracts. Failure to comply with applicable Davis-Bacon requirements may result in withholding of payments, contract remedies, and other penalties as provided by federal law.

Contractor Qualifications

Bidders must be properly licensed and qualified to perform the work and must demonstrate experience with comparable HVAC installation projects. Contractors must also be able to demonstrate their ability to comply with all applicable federal grant requirements.

The project will be funded in whole with Dept, of Health and Human Services grant funds.

Bids received after the stated deadline will not be considered.

St. Mary CAA reserves the right to reject any or all bids and select the contractor whose bid is determined to be in the best interest of the Head Start program and consistent with applicable federal procurement requirements.
