ADVERTISEMENT FOR BIDS
Sealed bids will be received by the City of Opelousas, up to the hour of 2:00 o’clock p.m. CDST 105 N. Main Street, Room 103, Opelousas, Louisiana, 70570 on
TUESDAY, OCTOBER 27, 2026
and shall at that time and place publicly open the bids and read them aloud, for City Wide Street Improvements consisting of 2.42 miles of roadway improvements including asphaltic concrete paving, asphaltic concrete patching, P.C. concrete patching, soil cement stabilization, and other associated work including all necessary labor, materials, equipment, tools, etc., required as set forth in the Bid Documents of Morgan Goudeau & Associates, Inc. for City Wide Street Improvements for the City of Opelousas. Bid Documents are available and may be seen and examined at the Clerk’s Office, Opelousas, Louisiana, or at the office of Morgan Goudeau & Associates, Inc., Consulting Engineers, Opelousas, Louisiana. Bid related materials can also be examined or obtained at https://lamats.easibuy.com/. Copies of Bid Documents may be obtained from the office of Morgan Goudeau & Associates, Inc., 1703 West Landry Street, Opelousas, Louisiana, upon deposit of $150.00 dollars for each set of documents. Copies of Bid Documents can be provided in electronic format (PDF) at no cost. Deposits on the first set of documents furnished to bona fide PRIME BIDDERS, fully licensed by the Louisiana State Licensing Board of Contractors, will be fully refunded upon the return of the documents in good condition, no later than ten (10) days after receipt of bids. On other sets of documents furnished to said prime bidders, the payment of $150.00 dollars shall constitute the cost of reproduction and handling and WILL NOT BE REFUNDED. Bids may also be submitted electronically through LaMATS e-Auction Services (EASiBUY) https://lamats.easibuy.com/ at no cost to bona fide PRIME BIDDERS. All potential bidders may register at the website address at no charge to access the full specifications and to receive email notification of changes to the solicitation. ATTENTION ALL BIDDERS: The Louisiana Public Bid Law requires the posting and acceptance of sealed bid documents electronically on a dedicated platform for that purpose. A $300.00 Electronic Platform Fee is payable by the awarded contractor to the electronic bid platform provider herein whether having accessed bid documents and information directly from the project engineer or having submitted their bid electronically or by sealed envelope. Bids shall be enclosed in a sealed envelope addressed to Julius Alsandor, Mayor, City of Opelousas, Opelousas, Louisiana and plainly marked on the outside, “Bid for City Wide Street Improvements MGA Project S539A and must include Contractor’s License Number on the bid envelope. The Attention of Bidders is called particularly to the Instructions to Bidder’s in the Project Manual regarding specific requirements for submitting a bid for the project and bids submitted must conform to all requirements of Public Bid Law. Bids must be accompanied by a certified check or bid bond in the amount equal to 5% of the bid, made payable to the City of Opelousas, as a guarantee that the bidder will furnish all necessary bonds and enter into a contract if his bid is accepted. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570 and be licensed to do business in the State of Louisiana.
No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof, unless withdrawal of bid is in accordance with LA. R.S. 38:2214C.
The Owner hereby notifies all bidders that in regard to any contract entered into pursuant to this Advertisement, that Minority Business Enterprises will be afforded equal opportunity to submit offers in response to this invitation and will not be discriminated against on the ground of race, color, sex, national origin or disability in consideration for an award.
Bidders must certify they do not, and will not, maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed or national origin.
The prime contractor and all subcontractors must have an active Unique Entity Identifier (UEI) number and an active SAM Cage Code number prior to beginning construction and throughout the term of the contract.
The City of Opelousas reserves the right to reject any and all bids for just cause, in accordance with Public Bid Law.
