PROPOSALS FOR

THE PROCUREMENT OF ONE (1) NEW BULK MATERIAL HANDLING PORTAL MOUNTED TRAVELING IMPORT HOPPER

Notice is hereby given that the Lake Charles Harbor & Terminal District (District) is issuing this request for proposals (RFP) for crane manufacturers (Contractors) to provide one (1) portal mounted traveling import hopper and related parts (Crane) at its Bulk Terminal in Sulphur, Louisiana, United States of America.

The RFP and its attachments are available to download through the Districts bidding website at www.bidexpress.com. Contractors planning to submit proposals must register for this project through the Districts bidding website in order to see responses to questions regarding the RFP. RFP Addenda, as necessary, will be issued to all Contractors that were sent this RFP and registered and will also be posted on the Districts bidding website at www.bidexpress.com. Contractors are responsible for disseminating pertinent information to their suppliers, vendors, and subcontractors, if any.

Proposals due:

No later than 4:00 PM (CDT), on Friday, November 6, 2026, to be considered. The District reserves the right to extend the deadline in its discretion and in the Districts best interest. Deliveries prior to the due date are only accepted Monday through Friday, excluding holidays, from 8:00 AM to 5:00 PM CDT local time in Lake Charles.

The Contractors proposals shall be valid for no less than ninety (90) calendar days

following the proposal delivery deadline.

Questions and answers will be posted on the Districts bidding website at www.bidexpress.com. Any oral communication is prohibited during the RFP period and will be considered unofficial and non-binding on the District. Contractors should rely only on written correspondence and responses to communicate with the District.
