FOR: JEFFERSON DAVIS PARISH POLICE JURY (JDPPJ) (OWNER) PROJECT NAME: 2026 JEFFERSON DAVIS PARISH JAIL INMATE HEALTHCARE SERVICES PROJECT # 2026007 General Scope: The Jefferson Davis Parish Police Jury ("Parish"), acting in coordination with the Jefferson Davis Parish Sheriff ("Sheriff"), is soliciting sealed proposals from qualified correctional healthcare providers to furnish comprehensive inmate healthcare services at the Jefferson Davis Parish Jail located in Jennings, Louisiana. The selected Proposer shall provide professional medical, mental health, pharmaceutical, telemedicine, administrative, and related healthcare services necessary to ensure constitutionally adequate healthcare for inmates housed within the facility. The Parish intends to award a contract to the responsible proposer whose proposal is determined to provide the best overall value based upon qualifications, correctional healthcare experience, staffing plan, operational approach, quality assurance program, implementation strategy, and price. PROPOSAL OPENING: Proposals shall be opened by the date and time listed on the Proposal Schedule and read aloud at the Jefferson Davis Parish Police Jury Office, located at 304 N. LICENSES: The successful proposer, its employees, and any approved subcontractors shall possess and maintain throughout the term of the Contract all licenses, permits, registrations, certifications, and other authorizations required by federal, state, and local laws, regulations, and ordinances to perform the services required under this Contract. This includes, but is not limited to, all licenses and certifications required for correctional healthcare operations, professional medical and nursing practice, pharmacy, mental health services, telemedicine, business operations, and any other activities performed under this Contract. INSURANCE REQUIREMENTS: Professional Liability: $1,000,000.00 each claim with $3,000,000.00 aggregate. Commercial General Liability: $1,000,000.00 per occurrence with $2,000,000.00 general aggregate. Workers’ Compensation: As required by Louisiana law. Cyber Liability: $1,000,000.00 per claim. Owner shall be listed as additional insured. Contractor must maintain all required insurance policies through the completion of the project. Additional limits may be negotiated during contract finalization. BID BOND: A bid bond will be required with proposal submittal if the proposal is over $50,000. PERMITS: Contractor is responsible for acquiring permits necessary to complete the project’s scope of work. EMPLOYEE VERIFICATION REQUIREMENTS: In accordance with Louisiana law (§2212.10), all proposers must be registered with and participate in the federal E-Verify program to verify the employment eligibility of all new employees in Louisiana. Compliance with these requirements must be in place prior to bidding, and an affidavit of compliance shall be required from the selected contractor and subcontractors.
