The Mayor and Board of Aldermen, Town of Delhi, Louisiana, met in regular session on Monday, September 14, 2026. The meeting was called to order by Mayor Washington with an invocation and pledge. The roll was called with the following answering: Mayor Washington, Alderman McKinney, Alderman McDowell, Alderman Rancher, Alderman Smith and Alderman Burgess. Alderman Rancher made a motion to approve the agenda second by Alderman McKinney. Upon being put to a vote the motion carried. The vote was unanimous.

Public Hearing

Ordinance 773- An Ordinance in the Town of Delhi, Louisiana amending the flat and or commodity for Lamb Weston’s water/sewer use rates.

Mayor Washington read the heading of Ordinance 773. Alderman McDowell made a motion to open the floor for public comment, second by Alderman Rancher. Upon being put to a vote the motion carried. The vote was unanimous. Mayor Washington called for comments, there were none. Alderman Rancher made a motion to close the floor for public comments, second by Alderman Smith. Upon being put to a vote the motion carried. The vote was unanimous.

Adopt Ordinance 773 - Alderman Rancher made a motion to adopt Ordinance 773, second by Alderman Smith. Roll call vote as follows: McKinney (y). McDowell (y), Rancher (y), Smith (y) and Burgess (y). Motion carried.

Ordinance 774- An Ordinance Of The Town Of Delhi, Louisiana Amending The Town Budget For The Fiscal Year Beginning October 1, 2025 And Ending September 30, 2026

Mayor Washington read the heading of Ordinance 774. Alderman McDowell made a motion to open the floor for public comment, second by Alderman Rancher. Upon being put to a vote the motion carried. The vote was unanimous. Mayor Washington called for comments, there were none. Alderman Rancher made a motion to close the floor for public comments, second by Alderman McDowell. Upon being put to a vote the motion carried. The vote was unanimous.

Adopt Ordinance 774- Alderman Rancher made a motion to adopt Ordinance 774, second by Alderman Smith. Roll call vote as follows: McKinney (y). McDowell (y), Rancher (y), Smith (y) and Burgess (y). Motion carried.

Ordinance 775- An Ordinance Of The Town Of Delhi, Louisiana, To Adopt General Fund And Sales Tax Budget For The Fiscal Year Beginning October 1, 2026 And Ending September 30, 2027.

Mayor Washington read the heading of Ordinance 775. Alderman Rancher made a motion to open the floor for public comment, second by Alderman McDowell. Upon being put to a vote the motion carried. The vote was unanimous. Mayor Washington called for comments, there were none. Alderman Rancher made a motion to close the floor for public comments, second by Alderman McDowell. Upon being put to a vote the motion carried. The vote was unanimous.

Adopt Ordinance 775 - Alderman McDowell made a motion to adopt Ordinance 775, second by Alderman Smith. Roll call vote as follows: McKinney (y). McDowell (y), Rancher (y), Smith (y) and Burgess (y). Motion carried.

Ordinance 776- An Ordinance Of The Town Of Delhi, Louisiana, Setting Salary For The Mayor, Chief Of Police & Town Clerk.

Mayor Washington read the heading of Ordinance 776. Alderman Burgess made a motion to open the floor for public comment, second by Alderman Rancher. Upon being put to a vote the motion carried. The vote was unanimous. Mayor Washington called for comments. After comments, Alderman Rancher made a motion to close the floor for public comments, second by Alderman Smith. Upon being put to a vote the motion carried. The vote was unanimous.

Adopt Ordinance 776- Alderman Rancher made a motion to adopt Ordinance 776, second by Alderman Smith. Roll call vote as follows: McKinney (y). McDowell (y), Rancher (y), Smith (y) and Burgess (y). Motion carried.

David Doughty-Condemnation-109 Chatham Street Attorney Doughty addressed the listed property on Chatham Street. The property owner, Mr. Levels and his attorney were present as well as Mr. Chad Parker, inspector. After discussions, Alderman Burgess made a motion to give Mr. Levels 30 days to provide the inspector with certified plans for improvements to the property, second by Alderman McDowell. Upon being put to a vote the motion carried. The vote was unanimous, noting Alderman Burgess’ absence. This item should be placed on next month’s agenda.

Approve Minutes-

Clerk’s Note: Correction to July 13, 2026 Agenda and Minutes-The Millage rate approval was listed as 2025 instead of 2026.

Alderman Rancher made a motion to approve the minutes, second by Alderman McDowell. Upon being put to a vote the motion carried. The vote was unanimous.

Financials- The board was provided with July financials. Alderman Rancher made a motion to accept the financials, second by Alderman McKinney. Upon being put to a vote the motion carried. The vote was unanimous.

CENLA- Absent

MML&H- Heath McGufee was on hand and provided a written report and updates on the ongoing projects for the Town of Delhi.

Resolution- 2027 Delhi Airport CIP-Alderman Rancher made a motion to approve the resolution giving the Mayor authority to sign all necessary contracts and applications, second by Alderman Smith. Upon being put to a vote the motion carried. The vote was unanimous.

Zoning-Tequila Ventures-Alderman McDowell made a motion to request Mr. Chad Parker to research the single lot size designated by the zoning ordinance and to place this item on next month’s agenda, second by Alderman Smith. Upon being put to a vote the motion carried. The vote was unanimous.

Item #1- Police Department-Chief Nathaniel Williams- No report.

Item #7- Public Works- Written report submitted by the Wetwork Group.

Adjournment-Alderman Rancher made a motion to adjourn, second by Alderman Smith. Upon being put to a vote, the motion carried. The vote was unanimous.
