SEALED BIDS will be received by the Ouachita Parish Police Jury in the Police Jury Meeting Room at 100 Bry Street, Monroe, Louisiana 71201, on or before two (2:00) PM Thursday October 22, 2026 and that the same will be opened, read aloud and tabulated in the office of the Ouachita Parish Police Jury at two (2:00) o’clock PM, Thursday October 22, 2026 and submitted to the Ouachita Parish Police Jury at a scheduled meeting for the purpose of furnishing the following:

There will be a MANDATORY Pre-Bid Conference at the Project Site at 9:00 AM on Friday October 9, 2026 at the at address at 188 Hwy 546, West Monroe LA, 71291. Bids shall only be accepted from Contractors who attend this meeting.
All bids must be accompanied by bid security equal to five percent (5%) of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this State. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The Successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who is contracted with the surety company or bond issuer as agent of the company or issuer, and who is licensed as an insurance agent in this State and who is residing in this State, in an amount equal to 100% of the contract amount.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of Roofing & Sheet Metal or Commercial Construction with Roofing sub-contractor. Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(B)(5). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity.
