The City of Ruston, Louisiana, (City) acting through its municipal electric utility, Ruston Light & Power, is soliciting proposals from qualified suppliers to meet the electric capacity and energy requirements of its system commencing June 1, 2027. The City's existing full requirements power supply arrangement expires May 31, 2027, and the City is seeking a successor arrangement through this competitive procurement.
The City is requesting proposals across four product types: Full Requirements Service, Energy-Only Load Following Service, Energy-Only Fixed Load Shape Monthly Blocks, and Capacity-Only Block, each for a desired term of three to five years. Respondents may propose one or more product types, and the City may award one or more contracts. Proposals will be accepted from any qualified supplier, electric utility, independent power producer, qualifying facility, exempt wholesale generator, non-utility generator, or electric power marketer certified by the Federal Energy Regulatory Commission; from a qualified municipal electric utility, electric cooperative, or electric cooperative generation and transmission company legally authorized to sell to the City; or from a qualified energy manager.
The Request for Proposals (RFP) document may be obtained on the City's power supply consultant NewGen Strategies & Solutions, LLC’s website at https://www.newgenstrategies.net. The RFP includes a description of the products for which proposals are requested; the minimum content of the responses; the schedule governing the procurement; and the price and non-price factors to be used in evaluating the responses.
Prospective respondents should submit a Notice of Intent to Propose no later than 4:00 p.m. CDT October 14, 2026. Communication instructions are included in the RFP. Submission of a Notice of Intent is a condition of receiving hourly interval load data and any addenda issued during the RFP process and does not obligate the respondent to submit a proposal.

Prior to the release of information related to this RFP that may be requested by any Proposer from the City which is deemed as confidential or proprietary by the City, the Proposer shall be required to execute a Non-Disclosure Agreement (“NDA”).
Written questions are due October 21, 2026, and the City will respond to questions on or before October 30, 2026.
Proposals must be submitted electronically, in accordance with the instructions set forth in the RFP, no later than 4:00 p.m. CDT November 10, 2026.
NO LATE PROPOSALS WILL BE ACCEPTED. The city of Ruston reserves the right to reject any and all proposals at its sole discretion and reserves the right to waive any and all informalities.
