LAFAYETTE REGIONAL AIRPORT
PEST AND RODENT CONTROL SERVICES 2027
The Lafayette Airport Commission (LAC) is requesting proposals from experienced, qualified commercially permitted and licensed pest and rodent control providers to provide monthly pest and rodent control services at the Lafayette Regional Airport Terminal Building and eleven (11) additional locations located on the airport campus at the following locations and contract:

The Lafayette Airport Commission (LAC) is seeking sealed written proposals from experienced qualified and commercially licensed pest control operators to provide monthly pest control services for the Lafayette Regional Airport Terminal Building and eleven (11) other locations. The work contemplated under this Service Contract with the LAC includes all but not limited to all labor, tools, equipment, uniforms, supervision, fleet vehicles and fuel, pesticides, traps, bait, insurance, and licenses to inspect, identify and provide complete and satisfactory pest and rodent control treatment for all buildings listed. Treatment will be for all spaces within the building and the building perimeter and to fulfill the contract in accordance with the Specifications.
Anticipated contract period is January 1, 2027, through December 31, 2031.
Sealed proposals will be received in accordance with the Instructions to Proposers and must be received no later than Thursday, October 15, 2026 at 9:30 a.m. CST by the LAC. Proposals received after the specified closing time will be returned to sender unopened.
The Request for Proposals (RFP), which includes the draft contract and scope of services, may be obtained at the administrative offices of the LAC, 200 Terminal Drive - Suite 200, Lafayette, LA 70508, (337) 703-4800, Monday through Friday, 8:00 a.m. 4:00 p.m. Each interested party requesting a printed RFP must submit a $50.00 non-refundable deposit to the LAC to cover reproduction costs. The RFP in PDF format may be obtained, at no cost, by sending an email request to Jennifer Comeaux at jenniferc@lftairport.com. The RFP is also available online at https://www.centralauctionhouse.com. Use only original Proposal forms which are part of the RFP. The LAC does not assume any responsibility for errors or misinterpretations resulting from the use of incomplete sets of the RFP.

A non-mandatory pre-proposal conference will be held on Thursday, September 24, 2026, at 9:00 a.m. at the Lafayette Regional Airport Terminal Building in the Commission Meeting Room 200 Terminal Drive, Lafayette, LA 70508, Commission Room Lobby, Second Floor, Room 239. This pre-proposal conference is non-mandatory. However, this will be the only opportunity for potential Proposers and their sub-contractors to visit the project site, and they are strongly encouraged to attend. Important operational, security, and Small Business Enterprises (SBEs) Program requirements which may affect Proposals will be presented at this meeting. Proposals not including such considerations will be accepted as-is, with no basis for future claims due to non-inclusion of these considerations. A project site visit will be conducted at the pre-proposal conference for prospective interested parties to study the existing conditions. No additional project site visits will be considered or allowed after the pre-proposal conference.
Any questions regarding this RFP are requested to be submitted, in writing, to jenniferc@lftairport.com and received no later than Thursday, October 8, 2026 at 9:30 a.m. CST in accordance with the Instructions to Proposers.
The LAC reserves the right cancel this RFP, to waive any requirement stated in this RFP, to waive any irregularity or defect in any Proposal, to reject any or all Proposals, to re-advertise for Proposals, and/or to accept the Proposal which, in the judgment of the LAC, even though it does not offer the lowest direct financial expenditure, is nevertheless deemed the most advantageous for the public and the LAC, i.e., the most responsible Proposal.
Each proposal must be accompanied by a proposal security (certified check, cashiers check, bid bond) in the amount of One Thousand and No/Hundredths ($1,000.00) Dollars. MONEY ORDERS WILL NOT BE ACCEPTED. If a bid bond is used, it must be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Bests Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders surplus as shown in the A.M. Bests Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents.
All proposers must provide written certification that they will comply with the Lafayette Regional Airport security requirements.
The Lafayette Airport Commission, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4), 28 CFR 50.3, and 49 CFR Part 21, hereby notifies all Proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of the owners race, color, national origin, sex, creed, age, or disability in consideration for an award.
It is the policy of the Lafayette Airport Commission to create a level playing field on which Small Business Enterprises (SBEs) can compete fairly for opportunities. Accordingly, the Lafayette Airport Commission has established a Small Business Enterprise Participation Goal of 1.68% for this solicitation.
In compliance with the Lafayette Airport Commissions commitment to inclusion of small businesses and to be eligible for award of a contract, the Proposer MUST either:
1. Meet the SBE goal as advertised with meaningful small (or disadvantaged) business participation through subcontracts, joint ventures, or suppliers; OR
2. Demonstrate Good Faith Efforts to meet the SBE goal.
An SBE must meet the following criteria:
1.The firm MUST be at least 51% owned and controlled by an economically disadvantaged individual. Economically disadvantaged is defined as a person whose personal net worth is less than $1.32 million.
2.The economically disadvantaged owner MUST be a U.S. citizen or lawfully permanent resident of the U.S.
3.The firm MUST meet the Small Business Administrations size standard and MUST NOT exceed $23.98 million gross receipts.
Lafayette Airport Commission will accept certified Small Entrepreneurs certified through the Louisiana Division of Administration (LDOA) - Louisiana Hudson Initiative Small Entrepreneurship Program. Lafayette Airport Commission will also accept businesses certified as SBE by the Louisiana Department of Transportation and Development (LADOTD) Small Business Element (SBE) Program and/or firms that are DBE certified through the Louisiana Unified Certification Program (LA UCP). SBE and DBE firms certified by the LADOTD can be found at http://www.laucp.org/UCP/UCPSearch.aspx.
All Proposers shall comply with the Security Requirements, which include but are not limited to written certification.
