Sealed Bids will be received for the Bridge Addition & Associated Improvements along 15 Acres Circle project by the Coushatta Tribe of Louisiana at the Administration Building: 1940 CC Bel Road; Elton, LA 70532; until 10:00 A.M. (local Time) on October 13, 2026, at which time and place, the bids will be publicly opened and read aloud. Bids received after the time set forth above for opening of bids will not be considered and will be returned unopened. Bids shall be provided on the form(s) provided within the Project Manual.

There will be a pre-bid meeting on September 29, 2026, at 10:00 am at the Coushatta Tribe Administration Building (1940 CC Bel Road, Elton, LA 70532).

Work under this project consists of clearing and grubbing, removal of structures and obstructions, grading, in-place cement treated base course, asphalt concrete paving, guard rail, riprap, precast concrete piles, concrete slab span bridge, and related work.

The estimated cost range is $1,200,000 to $2,500,000. The estimated cost range is for informational purposes only and may be subject to change. The bid prices received from bidders will be evaluated based on the actual estimate value, which will be published after bid opening, for award determination.

The 2026 Louisiana Department of Transportation & Development Standard Specifications for Roads and Bridges shall be used throughout construction.

The winning bidder shall be licensed under La. R.S. 37:2150 2165 for the classification of Highway, Street, and Bridge Construction before execution of the awarded contract.

Each bidder must deposit with their bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must be in good standing and currently licensed to write surety bonds in the State of Louisiana by the Louisiana Department of Insurance.

Any questions or clarifications shall be submitted in writing to Steve Manuel, Coushatta Tribe of Louisiana Infrastructure Manager, smanuel@coushatta.org and Jules Darden, Project Engineer, jdarden@millerengineersinc.com by October 7, 2026. Addenda will be issued to all prospective bidders a minimum of 72 hours prior to the bid opening date. Only information provided within written addenda shall be considered binding.

This contract is subject to the requirements of the Davis-Bacon Act (DOL 29 CFR Part 5), as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

This contract is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 177-58.

The Coushatta Tribe of Louisiana reserves the right to reject any and all bids for just cause.
