INVITATION TO BIDDERS

Sealed bids will be received on October 14th, 2026, by the Board of Commissioners of Consolidated Waterworks District No. 1 at 8814 Main Street, Houma, Louisiana, until 2:00 p.m. At exactly 2:00 p.m. as shown on the Board Meeting Room Clock, and, at that time and place, shall be publicly opened and read aloud.

Bid documents are posted on http://www.centralauctionhouse.com/rfp.php?cid=65. To view these, download, and receive bid notices by e-mail, you must register with Central Auction House (CAH). Vendors/Contractors have the option to submit their bids electronically or by paper copy. Each bid shall be either hand delivered by the bidder or his agent, or such bid shall be sent by United States Postal Service registered or certified mail with a return receipt requested, or shall be submitted electronically with Central Auction House (CAH). Bids shall not be accepted or taken, including receiving any hand delivered bids, on days which are recognized as holidays by the United States Postal Service.

No bid received after the scheduled time for opening will be considered. Failure of the U.S. Mail to deliver the bids timely shall not be considered due cause for the scheduled time of the bid opening to be extended.

Project Name: Schriever Water Treatment Plant -

Effluent Separation

Project No: CIP-08-25-01

Project Description: The work consists of providing all equipment, labor, and material necessary to separate the existing blowdown effluent from the filter backwash and route it to a separate sump and piping configuration that will then be pumped into two new settling ponds. Once settled it will then be routed to the existing drainage system located within the plant, all according to design specifications and plans.

Bids must be submitted on the Louisiana Uniform Public Works Bid Form furnished with the Bidding Documents. A single set of Bidding Documents shall be issued at the cost of reproduction to contractors who are licensed by the Licensing Board of Contractors.

This Project shall require a Louisiana Contractors license number for Municipal and Public Works.

All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications.

All qualified applicants shall comply with and shall cause all Subcontractors and Sub-subcontractors to comply with all Environmental Law and OSHA (Federal Occupational Safety and Health Act (29 U.S.C. Section 651 et seq.) applicable to (i) Contractor, (ii) Subcontractors, (iii) Sub-subcontractors, (iv) the Work and (v) all of their activities in respect of the Work.

Bidding Documents for this Project are on file in the office of David A. Waitz Engineering and Surveying, Inc., at 1107 Canal Boulevard, Thibodaux, LA 70301, and a single copy may be obtained by each prospective bidder at upon the payment of $200.00 per set (non-refundable) to cover the cost of printing. Please contact David A. Waitz, Project Engineer for any clarification or information with regard to the specifications.

A Mandatory Pre-Bid Conference will be held on October 7th, 2026 at 10:00 A.M. in the Board Meeting Room at the office of the Consolidated Waterworks District No. 1 located at 8814 Main Street, Houma, 70361.

The Board of Commissioners of Consolidated Waterworks District No. 1 reserves the right to reject any and all bids in accordance with Louisiana State Bid Law.
