REQUEST FOR QUALIFICATIONS

PROFESSIONAL ENGINEERING

SERVICES

Notice is hereby given that the Beauregard Parish Airport District 1 is requesting submittal of qualification statements from professional engineering and planning firms interested in performing certified planning and professional engineering services at the Beauregard Regional Airport, DeRidder, LA for the project period of approximately 5 years. Projects are to be submitted to the Federal Aviation Administration and LADOTD Division for approval. The project descriptions: The selected consultant will be required to provide professional planning, design, and construction-phase services for a series of CIP projects, which include:

Airside Pavement Rehabilitation: Rehabilitation of the main terminal apron (Phase 3) including selective panel replacements and crack sealing; construction of a new asphalt Agricultural Spray Ramp (Ag Ramp); asphalt taxiway pavement rehabilitation (crack sealing, localized patching, seal coating and remarking).

Airfield Electrical Infrastructure Upgrades: Airfield Lighting Rehabilitation (replacement of conductors/transformers, conduit, runway/taxiway edge lighting, airfield guidance signage, visual glide-slope indicators (PAPI/REILS/ODAL), and associated airfield electrical vault modifications.

Safety & Obstruction Mitigation: Runway Safety Area (RSA) grading corrections to satisfy FAA standard profiles, and Runway Protection Zone (RPZ) obstruction mitigation, including avigation easement coordination and vegetative clearing.

Drainage, Planning, Support: Airfield-wide drainage modeling, ditch regrading, culvert/headwall replacements, and an administrative update to the airports Exhibit A Property Map using the latest SOP 3.00.

Landside Rehabilitation:

To include fuel farm, terminal building and hangar upgrades.

To include project administrative procedures and any

additional projects that are funded within the timeframe of the professional services contract. Project implementation is totally dependent upon FAA and DOTD funding. The selection process will be in accordance with the FAAs Advisory Circular 150/5100-14E. The firm will provide preliminary and final plans and specifications, cost estimates, grant management, grant administration and grant close-out, including preparation of FAA/State grant applications. Firms interested in performing these services shall furnish a Statement of Qualifications on standard Form SF-330. Copies of the FAA Circular AC 150/5100-14E are available from faa.gov and SF-330 Form are available from GSA.gov.

The criteria and weighting factors to be used by the Sponsor in evaluating responses will be as follows:

* Resumes of the proposed project team: (Weight value of 3)

* Example projects which best illustrate the proposed teams qualifications:

(Weight value of 4)

* Key personnels participation in past projects: (weight value of 4)

* FAA/AIP project experience: (weight value of 5)

* LADOTD project experience: (Weight value of 5)

*Adequate Aviation Engineering Staff: (Weight Value of 3) The successful firm will be required to execute a standard DOTD/Division of Aviation type of contract in conformance with all city, parish, DOTD, and FAA guidelines, standards, and assurances. The Beauregard Parish Airport District encourages participation by disadvantaged business enterprises in all bids and proposals to the extent possible.

The Statement of Qualifications Form SF-330 shall be mailed or delivered to the Beauregard Regional Airport, 1220 1st Ave, DeRidder, LA 70634 Attention: Sam Lack, Airport Manager. Statement of Qualifications will be accepted until 3:00pm, October 19, 2026.

Questions regarding this project should be addressed to the airport manager. Firms wishing to apply must submit a fully completed SF-330 Form. Failure to provide all information requested shall result in the submission being considered non-responsive and the firm will not be given a total score in the evaluation process.
