PUBLIC NOTICE

The Rapides Parish Police Jury invites interested and qualified engineering firms to submit proposals to provide On-Call /As-Needed Technical Staff Augmentation Services. These services will support Rapides Parish in pre-disaster preparedness, emergency response, and post-disaster recovery activities associated with storms, hurricanes, flooding events, and other declared or non-declared emergencies.

Rapides Parish does not maintain permanent in-house staffing for certain technical disciplines, including but not limited to engineering, inspection, surveying, construction coordination, and CAD services. As a result, the Parish requires access to qualified technical personnel capable of supporting emergency preparedness, disaster response, infrastructure damage assessments, hazard mitigation activities, and recovery efforts associated with flooding, severe weather, tropical storm events, and other emergencies affecting the Parish.

The Parish seeks to establish an as-needed, on-call professional engineering services contract so that qualified technical personnel may be mobilized quickly when emergency conditions arise. Having this contract in place in advance is also intended to ensure eligibility for federal and state disaster reimbursement programs, including but not limited to FEMA and Community Development Block Grant Disaster Recovery (CDBG-DR) programs, when applicable.

The procedures for the selection of this firm will be in accordance with the procurement requirements of the FEMA and the Governor's Office of Homeland Security and Emergency Preparedness Programs and the procedures set forth in the Request for Proposals packet. All responses received will be evaluated in accordance with the selection criteria identified in the Request for Proposals packet. That packet also identifies the preliminary scope of service to be pefformed by the selected firm. Rapides Parish will begin contract negotiations immediately following selection of the successful respondent.

Responses to this request must be hand-delivered, mailed, or emailed to the above-named person at the above-named address in such manner that it is received no later than 2:00 p.m. Central Time, on Wednesday, September 30, 2026.

Proposers must have an active registration in the System for Award Management (SAM.gov) and possess a valid IJnique Entity Identifier (IJEI) at the time of proposal submission.

Small and/or minority owned firms, veteran owned firms, and women's business enterprises are encouraged to participate.
