PUBLIC NOTICE - - - NOTICE FOR PROPOSALS Notice is hereby given that sealed proposals will be received in the office of the Purchasing Division at the Lafayette Consolidated Government Building, located at 705 West University Avenue, Lafayette, Louisiana, until 10:00 a.m. Central Time on the 28th day of September, 2026 for the following: ELECTRICAL LINE MAINTENANCE AND REPAIR SERVICES and will, shortly thereafter, be opened and the NAMES ONLY read aloud in the Office of Purchasing located at 705 West University Avenue, Lafayette, LA. Proposals received after the above specified time for opening shall not be considered and shall be returned unopened to the sender. Sealed proposals may be hand carried or mailed to the address listed above. Vendor may request an electronic copy of the RFP by email to Dabne Dover at dabnedover@lafayettela.gov. Scope of Services: The scope of work shall consist of, but is not limited to, providing labor and equipment necessary for the maintenance, repair, reconductor, and replacement of electrical facilities on the overhead portion of the municipal power system. The Contractor or the Contractors designated General Foreman shall have a minimum of fifteen (15) years experience in the construction and maintenance of energized overhead electric distribution lines of at least 13.8kV and energized overhead electric transmission lines of at least 69kV. DEADLINE FOR QUESTIONS: All questions regarding this project must be submitted no later than noon 12:00 pm (CST) on 09/14/2026 to be considered valid. All questions must be submitted in writing to Dabne Dover at dabnedover@lafayettela.gov. Proposals must be signed in accordance with LRS Title 38:2212(B)5. A Corporate Resolution authorizing the person signing the proposal is required to be submitted with proposal. Failure to submit a Corporate Resolution with the proposal shall be cause for rejection of proposal. Proposals shall be either hand delivered or mailed in a sealed envelope to the address listed above. Sealed proposals must be submitted one (1) marked Original, one (1) exact copy marked Copy, one (1) electronic copy in PDF format on disc or USB drive, and one (1) redacted copy marked Redacted. The Proposal Forms with rates needs to be submitted in a separate sealed envelope clearly marked as such. Proposals received after the due date and time shall be returned unopened to the vendor. Each proposal shall follow the instructions listed in the RFP regarding submittal of their proposal. Each proposal shall be accompanied by a certified check, cashiers check, or bid bond payable to the Layette Consolidated Government, the amount of which shall be $100,000.00. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by the Louisiana domiciled insurance company with at least an A-Rating in the latest printing of the A.M. Bests Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders surplus as shown in the A.M. Bests Key Rating Guide, or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The bid bond shall be issued by a company licensed to do business in Louisiana. The certified check, cashiers check, or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the contract documents within ten (10) days. No vendor may withdraw his proposal for at least forty-five (45) days after the time scheduled for the opening of proposals. Each proposal shall follow the instructions listed in the RFP regarding submittal of their proposal. Proposals will be evaluated by the Purchaser based on the evaluation criteria outlined in the Information for Proposers. The Lafayette Consolidated Government reserves the right to reject any and all proposals or any portions thereof, to waive informalities and to select the material that best suits its needs. Contractors shall be licensed for the classification of ELECTRICAL WORK (STATEWIDE) and the subclassification of ELECTRICAL TRANSMISSION LINE. Proposals which have not bid in accordance with the requirements, shall be rejected and shall not be read. Additional information relative to licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana. The Lafayette Consolidated Government strongly encourages the participation of DBEs (Disadvantaged Business Enterprise) in all contracts or procurements let by the Lafayette Consolidated Government for goods and services and labor and material. To that end, all contractors and suppliers are encouraged to utilize DBEs business enterprises in the purchase or sub-contracting of materials, supplies, services and labor and material in which disadvantaged business are available.
