PUBLIC NOTICE - - - Capital Region (Baton Rouge Area) Metropolitan Planning Organization (MPO) REQUEST FOR PROPOSALS The Capital Region Planning Commission (CRPC) invites qualified firms to submit proposals to collect traffic counts under the Baton Rouge Metropolitan Planning Organization (BRMPO) Traffic Counting Program (TCP 2026) for the Baton Rouge Metropolitan Planning Area (MPA). Traffic counts help BRMPO staff and decision makers in the MPA understand traffic flow and monitor the performance of the transportation network. The BRMPO uses traffic counts to calibrate and validate the long-range regional travel demand model which is used for developing the Transportation Improvement Program and Long-Range Transportation Plan. The tasks identified in the scope of work represent the extent of activities and products that BRMPO requires to meet the objectives of the 2026 traffic counting program. Consultant is directed at addressing each of the Sections in this Scope of Work. All work performed on this project/program must comply with Federal requirements associated with the fund source(s) being used for this project. BRMPO and its member entities/jurisdictions involved in the project will serve to coordinate with the 2026 traffic counting program or with the selected Consultant for traffic counts. The Consultant shall provide all equipment, materials and labor necessary to perform accurate traffic volume counts on the roadway segments (both paved and unpaved roadways are included) and intersection turning movement counts (TMC). The locations identified by CRPC for 2026 should be completed within the time period specified in the Scope of Work. After discussing with member entities/consultant, CRMPO reserves the right to adjust contract quantities for roadway segment counts up or down by up to 10% without a change in unit cost and may or may not renew the contract. Such changes may result from field conditions, or other factors. The Consultant shall NOT proceed with count collection until receiving a confirmation by CRMPO Project Manager for the specific count year. The turning movement counts (TMC) included in the contract shall be limited and the specific locations will be identified by CRMPO. Offeror must meet the minimum qualifications and address all criteria in the full RFP which can be found at: https://www.crpcla.org/public-notices. The submission of the MPO Consultant Submittal Form is required.
