ADVERTISEMENT FOR BIDS

The Town of Berwick hereby advertises bids for construction of GAS LINE RE- PLACEMENT, BERWICK LOUISIANA as follows:

Project Title: TOWN OF BERWICK NATURAL GAS DISTRIBUTION INFRASTRUCTURE SAFETY AND MODERNIZATION (NGDISM) LA FY23

Sealed bids marked “Sealed Bid – Town of Berwick Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) LA FY23” will be re- ceived at the Town of Berwick Town Hall, 3225 3rd Street, Berwick, LA 70342. Electronic bids should be submitted to www.centralbidding.com.

The Scope of work for this project includes in- stalling new 2-inch MDPE Gas Lines along River Road and 4-inch MDPE Gas Lines in the North Berwick and Golden Farms Sub Divisions of the Town of Berwick. In result, this scope of work also includes abandoning the existing 2-inch PVC Gas Lines along River Road and abandoning the 2-inch and 4-inch PVC Gas Lines in the North Berwick and Golden Farms Sub Divisions; as well as replacing gas meters and risers and installing new gas valves in all three (3) areas of the total project. This project also includes the connection of the existing 4-inch PE Gas Lines to the Non-Active existing 4-inch PE Gas Lines along Thorguson Drive and Highway 182.

Bids shall be addressed to the Town of Berwick and delivered to the Town of Berwick Town Hall located at 3225 3rd Street, Berwick, LA 70342 or electronically submitted at www.centralbidding.com no later than 2:00 P.M. local time on October 6th, 2026.

Any bid re- ceived after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 2:00 P.M. local time on October 6th, 2026, at the Town of Berwick Town Hall, 3225 3rd Street, Berwick, LA 70342.

The Information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be ex- amined at the office of Professional Engineering and Environmental Consultants, Inc. at 46148 LA Highway 445, Robert, LA 70455. If you would like to examine a set of plans or pick up a set, please contact Jeff Meyers at (225) 268-6925 or jeff@peecinc.com to set up a time. A set of such documents may be obtained from the Engineers by prospective bidders upon payment of a ONE HUNDRED FIFTY DOLLAR ($150.00) deposit. This deposit will be refunded upon request in accordance with R.S. 38:2212. An electronic set of Contract Documents, Technical Specifications and Drawings may be obtained by submitting a request to james@peecinc.com and is available on www.centralbidding.com.

All questions must be submitted in writing by email to james@peecinc.com.

Each Bidder must deposit with his/her bid, security in the amount, form and subject to the conditions provided in the In- formation for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570.

No bid may be withdrawn for at least forty-five (45) days after scheduled closing time for receipt of bids.

The Owner re- serves the right to reject any and all bids for just cause. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. All bidders must sign: (1) the Bid; (2) Certificate of Corporate Principal and Surety; (3) any Addenda issued; and (4) Bid Bond which MUST al- ways accompany the bid in the correct amount.

A Corporate Resolution authorizing a representative of the corporation to sign the bid MUST accompany the bid if the bidder is a corporation.

A Mandatory Pre-Bid Conference will be held at 10:00 A.M. on September 24, 2026, at the Town of Berwick Town Hall, located at 3225 3rd Street, Berwick, LA 70342.

The Contractor shall begin mobilization and procurement of materials within ten (10) working days of receipt of the Notice to Proceed.

The successful bidder will be re- quired to execute the OWNER’S Standard Form of Agreement/Contract for construction together with the Performance and Payment Bonds within ten (10) working days after normal award of contract.

The OWNER hereby notifies all bidders that in regard to any contract entered into pursuant to this Advertisement, that Minority Business Enterprises will be afforded equal opportunity to submit offers in response to this invitation and will not be discriminated against on the grounds of race, color, sex, national origin or disability in consideration for an award.
