TOWN OF LAKE ARTHUR OFFICIAL MINUTES FOR MEETING OF THE MAYOR AND TOWN COUNCIL MEMBERS PUBLIC HEARING MEETING JULY 17, 2026, AT 6:00 PM The Town of Lake Arthur Mayor and Board of Council met at a public hearing at 102 Arthur Ave, LA 70549, on Wednesday, July 17, 2026, at 6:00 p.m. Notice of the meeting being duly exercised by the requirements of open meeting law. Council Member Debbie Abshire gave the invocation, and Mayor Lejeune led the Pledge of Allegiance. Town Clerk Mindy Marcantel called roll, and the following were present: Mayor Sampson Lejeune, Council Members: Ricky Monceaux, Corey Conner, Duke Broussard, Debbie Abshire, and Mahlon Leblanc, in which a quorum was present. Town Clerk Mindy Marcantel, and eleven citizens were present. Mayor Lejeune called the public hearing to order at which time he read the following items: Ordinance No. 639, An Ordinance Adopting and Enacting a Budget of Revenue, Expenditures, and Transfers for the Town of Lake Arthur, Louisiana, for the Fiscal Year of 2026 and 2027. There were no questions or concerns. It was motioned by Corey Conner, seconded by Duke Broussard to amend the agenda to add the following items: Motion to Approve a Joint Service Agreement with the Town of Welsh and Town of Lake Arthur to allow Welsh Police Department usage of 2019 Ford Explorer bearing VIN# 1FM5K8AR8KGB44946. Motion to Introduce Ordinance No. 640, An Ordinance Authorizing the Private Sale of Surplus of Moveable Property Belonging to the Town of Lake Arthur. Motion to Authorize Mayor Lejeune to execute necessary documents to initiate a lease agreement with RiverCity Hydraulics for a 2026 Dura Pack Python Side Loader. A roll call vote was taken. The motion carried unanimously. It was motioned by Duke Broussard, seconded by Debbie Abshire to adopt the amended agenda. A roll call vote was taken. The motion carried unanimously. It was motioned by Debbie Abshire, seconded by Ricky Monceaux to Adopt Ordinance No. 639, An Ordinance Adopting and Enacting a Budget of Revenue, Expenditures, and Transfers for the Town of Lake Arthur, Louisiana, for the Fiscal Year of 2026-27. A roll call vote was taken. The motion carried unanimously. ORDINANCE NO. 639 An Ordinance Adopting and Enacting a Budget of Revenues, Expenditures, and Transfers for the Town of Lake Arthur, Louisiana, for the Fiscal Year of 2025 and 2026. WHEREFORE, the Mayor and Board of Council Member for the Town of Lake Arthur have promulgated and approved a budget for the fiscal year of 2026 to 2027, and wherefore all requirements of the Louisiana Statutes 39:130, et seq. including the public notice and public hearing have been duly complied with, wherefore the Mayor and Board of Council Member desire to adopt a budget for the fiscal year of 2026 and 2027 as promulgated; BE IT ORDAINED by the Mayor and Board of Council Members of the Town of Lake Arthur, Louisiana, in Public Hearing duly convened on July 17, 2026, a budget for the fiscal year of 2026 and 2027 be adopted and enacted, all in accordance with the Louisiana Revised Statutes 39:130, et seq. THUS, DONE AND INTRODUCED at a public hearing at a regular meeting of the Mayor and Board of Council Members for the Town of Lake Arthur, Louisiana, held on the 1st day of July 2026. A roll call vote was taken. The motion carried unanimously. Upon the recommendation of Chief of Police Jered Thomas, it was motioned by Corey Conner, seconded by Debbie Abshire to approve the hiring of Gabretta Uke as a full-time dispatcher for the Town of Lake Arthur Police Department. The motion carried with Corey Conner, Ricky Monceaux, and Debbie Abshire in favor and Mahlon Leblanc and Duke Broussard voted against.
