PROCEEDINGS OF THE MAYOR AND THE BOARD OF ALDERMEN OF THE CITY OF RAYNE, STATE OF LOUISIANA, TAKEN AT A REGULAR MEETING, HELD ON April 13, 2026.
The Mayor and Board of Aldermen of the City of Rayne, Louisiana, met at their regular meeting place the City Hall, Rayne, Louisiana, on Monday, April 13, 2026, at 6:00 (six) o’clock p.m.
There were present: Mayor Charles E. “Chuck” Robichaux, Brian Seth Mouton, Kenneth J. Guidry, Lendell J. “Pete” Babineaux, Calise Michael Doucet and James A. “Jimmy” Fontenot.
The Mayor and the Board of Aldermen of the City of Rayne, State of Louisiana, were duly convened as the governing authority of said City, by Mayor Charles E. “Chuck” Robichaux, who stated that the Board was ready for the transaction of business.
There was a motion by Kenneth J. Guidry, to approve, correct, and dispense with the reading of minutes of the March 2026 regular council meeting and approved them as written and distributed. This was seconded by Calise Michael Doucet and motion carried.

On a motion by James A. “Jimmy” Fontenot and a second by Calise Michael Doucet a Public Hearing was opened for the purpose of a public discussion on:
-Adopting Millage Rate(s) for the 2026 Tax Year.
There were no green cards presented for discussion.
On a motion by James A. “Jimmy” Fontenot and a second by Calise Michael Doucet the Public Hearing was closed.

The following resolution was offered by James A. “Jimmy” Fontenot duly seconded by Kenneth J. Guidry and duly resolved and adopted on this 13th day of April 2026.
RESOLUTION
BE IT RESOLVED, that the following millage(s) are hereby levied on the 2026 tax roll on all property subject to taxation by City of Rayne:
MILLAGE
5024-001 General Alimony 7.10 mills
5024-002 Playgrounds & Recreation 5.00 mills
BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Acadia, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2026, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

On a motion by James A. “Jimmy” Fontenot and a second by Lendell J. “Pete” Babineaux the City of Rayne financials for March 2026 which included budget to actual comparisons on the major funds was accepted by the Council.

Mike Conroy presented the Council with his plans to acquire the former Rayne-Branch Hospital and convert it to a center for homeless Veterans.
On a motion by James A. “Jimmy” Fontenot and a second by Brian Seth Mouton a request from the Planning and Zoning Commission to approve a variance request from Huynh (Andrew) Nguyen to open Kickin Crawfish a to-go boiled crawfish and plate lunch business contingent upon complying with demolition and repair recommendations from Building Code Inspection Services, LLC. was accepted by the Council.

The engineer’s report was presented by Tim Mader.
On a motion by James A. “Jimmy” Fontenot and a second by Calise Michael Doucet, the Council accepted a request by Mader Engineering to proceed with necessary engineering services for the preparation of plans and specifications for the 2026–2027 Elevated Water Tank Improvements. Additionally, the preparation of plans and specifications and bid process for the necessary new service pump at the water plant shall be handled as a separate project to be completed first\

Council took no action on a request to authorize a construction contract for the earthwork for the Brickyard Fishing Pond on Kahn Street. It was suggested that the Contractor be asked to hold the bid price for 90 days while the City awaits the possibility of state funding for the Elevated Water Tower Improvements project.
City of Rayne employees of the month for April 2026 were introduced. Employees acknowledged were Christopher Gabriel from Public Works, Patrice Derouselle from City Hall, Dupreville “Dup” Cormier from Water Department and Donald Senegal from the Electric Department.
There being no further business to come before the Council, there was a motion by James A. “Jimmy” Fontenot that the meeting be adjourned, this was seconded by Calise Michael Doucet and carried.
