OFFICIAL MINUTES OF THE MEETING OF THE MAYOR AND BOARD OF ALDERMEN TOWN OF WELSH WELSH, LOUISIANA April 7, 2026 The Mayor and Board of Aldermen of the Town of Welsh met in regular session at the Welsh Council Room on Tuesday, April 7, 2026, at 6:00 p.m. Mayor Karl Arceneaux called the meeting to order. The invocation and pledge were recited. Roll call as follows: Present: Aldermen: Andrea King, Chuck Abell, Lawrence Mier, Melward Doucet, Jr., Jackie Balmer, and Mayor Karl Arceneaux. Others Present: Legal Counsel: Rick Arceneaux. There were no items for Agenda of the Day. A motion was made by Ms. Balmer to approve the minutes of the meeting held on March 3, 2026. The motion was seconded by Mr. Mier. All were in favor. Motion carried. Mr. Mier made a motion and was seconded by Mr. Abell to accept the financials for February 2026 as presented. All were in favor. Motion carried. A motion was made by Ms. Balmer and seconded by Ms. King to introduce Ordinance 856 and set a public hearing on May 5, 2026, in connection with amending the 2025-2026 budget. Roll Call: Yea: Balmer, Doucet, Mier, Abell, and King. Nay: None. Motion carried. A motion was made by Ms. Balmer and seconded by Mr. Abell to introduce Ordinance 857 and set a public hearing on May 5, 2026, in connection with adopting the 2026-2027 budget. Rol Call: Yea: Balmer, Doucet, Mier, Abell, and King. Nay: None. Motion carried. A motion was made by Ms. Balmer to adopt Resolution 005-2026 to transfer funds in the amount of $35963.00 to the TED account for the month ending February 2026. Mr. Doucet seconded the motion. All were in favor and motion carried. It was moved by Ms. King and seconded by Mr. Abell to accept the recommendation to give the homeowners of 728 E Naebers Street 90 days to come back to council with a plan to salvage the home. All were in favor. Motion carried. Ms. Balmer made a motion, and it was seconded by Mr. Mier to authorize the mayor to enter into a contract with Ready Power for the generators to be funded by HMGP fund. All were in favor. Motion carried. Mr. Balmer made a motion and was seconded by Mr. Doucet to amend Section 7 of the Office Policy and Procedure manual in connection with the issuance of payroll payments. All were in favor. Motion carried. The mayor reported that the street project is moving along and that a contract had been signed for the Frontage Road Extension with expected start date to be May 18, 2026. There being no further business, Ms. Balmer made a motion to adjourn the meeting and Mr. Doucet seconded. Motion carried. Meeting was adjourned.
