Notice is hereby given that sealed bids/proposals will be received by Abbeville Harbor and Terminal District, Parish of Vermilion, State of Louisiana at 124 N. State St., Ste. 100, Abbeville, Louisiana, 70510, until 10:00 a.m., Tuesday, April 28, 2026, for the following:Ê

and shall at that time and place publicly open the bids and read aloud. Bids received after the above specified time for opening shall not be considered and shall be returned unopened to the sender.Ê
The project consists of performing maintenance dredging of the Intracoastal City Public Boat Launch to include depositing material at designated area, grading, shaping, erosion control and hydromulching.Ê
Complete Bid Documents for this project are available in electronic or paper form. Prime Bidders will receive Bid Documents without deposit from Primeaux, Soirez, Touchet & Associates, LLC, 124 North State Street, Suite 200, Abbeville, Louisiana 70510, (337) 893-8397. Respondents to this Notice to Bidders are encouraged to visit the site to familiarize themselves with the work. Partial sets of documents will not be issued. Bid documents shall be available until twenty-four (24) hours before the bid opening.Ê
Bids may be submitted to Abbeville Harbor and Terminal District located at 124 N. State Street, Suite 100, Abbeville, Louisiana, 70510, or via email to cheryl@abbevilleharbor.com.Ê
Each quotation shall be accompanied by a certified check, cashier's check, or bid bond payable to the Owner, the amount of which shall be five percent (5%) of the total amount bid (including alternates). If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register or by a Louisiana domiciled insurance company with at least an A-Rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best Key Rating Guide or by an insurance company in good standing licensed write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents. The certified check, cashier's check or bid bond shall be given as a guarantee that the bidder shall execute the contract, should it be awarded to him, in conformity with the contract documents.Ê
The successful contractor will be required to execute Performance and Labor and Material Payment Bonds in the full amount of the contract as more fully defined in the bid documents.Ê
Contractors or contracting firms submitting bids in the amount of $50,000.00 or more shall certify that they are licensed contractors under Title 37 of the Louisiana Revised Statutes (La. R.S. 37:2150-2192) for the classification of HEAVY CONSTRUCTION and show their license number on the front of the sealed envelope in which their bid is enclosed. Bids in the amount of $50,000.00 or more, not submitted in accordance with this requirement, shall be rejected and shall not be read. If the contract price is less than $50,000.00, the contractor need not be licensed. Any bid submitted that does not require the contractor to hold a license shall state the exemption on the bid envelope. Additional information relative to the licensing may be obtained from the Louisiana State Licensing Board for Contractors, Baton Rouge, Louisiana. Bidder is required to comply with provisions and requirements in accordance with La. R.S. 38:2212(B)5.Ê

No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of La. R.S. 38:2214. Corporate Resolution or Certificate of Authority authorizing the person signing the bid is required to be submitted with bid. Failure to submit a Corporate Resolution or Certificate of Authority with the bid shall be cause for rejection of bid.Ê
Each bid shall be submitted only on the Bid Form included in the Specifications.Ê
The Owner may reject any and all bids for just cause as allowed by La. R.S. 38:2214. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity.Ê
Any person with disabilities requiring special accommodation must contact Primeaux, Soirez, Touchet & Associates, LLC no later than seven (7) days prior to bid opening.Ê
