EVANGELINE PARISH POLICE JURY
REGULAR MEETING
JANUARY 12, 2026
The Police Jury met in regular session assembled with the following members present: Kevin Veillon, Ryan Ardoin, Keith Saucier, Sidney Fontenot, Tim Causey, Brent Guillory, Bryan Vidrine, Darion Arvie and Daniel Arvie. All members were present.
There were no comments from the public regarding the agenda items.
Motion was made by Tim Causey and seconded by Sidney Fontenot approving the December 17, 2025 and December 22, 2025 meeting minutes. Motion carried.
The floor was then opened for nominations for the office of Vice-President for the fiscal year 2026.
On motion of Bryan Vidrine, Keith Saucier was nominated for the office of Vice-President. Motion was made by Bryan Vidrine and seconded by Brent Guillory that nominations are hereby closed and Keith Saucier is hereby appointed as Vice-President for the fiscal year 2026. Motion carried.
The floor was then opened for nominations for the office of President for the fiscal year 2026.
On motion of Bryan Vidrine, Kevin Veillon was nominated for the office of President. Motion was made by Bryan Vidrine and seconded by Tim Causey that nominations are hereby closed and Kevin Veillon is hereby appointed as President for the fiscal year 2026. Motion carried.
Motion was made by Brent Guillory and seconded by Tim Causey to approve appointment of the Committee members for 2026. Motion carried.
Motion was made by Tim Causey and seconded by Brent Guillory that the Police Jury Meeting Room of the Courthouse Building, 200 Court Street, Ste. 207, Ville Platte, La is hereby designated as the meeting place for the regular meetings of the Police Jury and the date and time are hereby designated on the first Monday of each month to be held at 6:00 p.m. Motion carried.
Motion was made by Darion Arvie and seconded by Sidney Fontenot that the Police Jury Committee Meeting date and time are hereby designated on the First Monday of each month to be held at 5:00 p.m. in the Police Jury Meeting Room of the Courthouse Building, 200 Court Street, Ste. 207, Ville Platte, La. Motion carried.
Motion was made by Ryan Ardoin and seconded by Sidney Fontenot approving to reappoint the following financial agents for the FY 2026:
Evangeline Bank
Jeff Davis Bank
Investar Bank
Basile State Bank
Motion carried.
Motion was made by Daniel Arvie and seconded by Keith Saucier accepting the resignation of Anna Mosbroker and approving the appointment of Debbie Vidrine to finish term until February 2027 on the Evangeline Parish Tourist Commission. Motion carried.
Motion was made by Bryan Vidrine and seconded by Brent Guillory approving to adopt the following resolution:
WHEREAS, in accordance with a Public Hearing held on December 22, 2025 the Police Jury published its intention to abandon the following property to wit:
The Parish Road identified as Normandy Lane on the Parish E-911 Maps. The road to be abandoned is located in Section 25, Township 4 South, Range 3 East of Evangeline Parish, Louisiana.
WHEREAS, there were no objections received to this proposed abandonment from adjacent property owners.
THEREFORE, BE IT RESOLVED that the Evangeline Parish Police Jury hereby declares the above-named road as abandoned.
The above and foregoing, having been submitted to a vote, was unanimously adopted this 12th day of January 2026.
Motion was made by Sidney Fontenot and seconded by Brent Guillory approving the selling of alcohol at Sheriff Posse Barn Dance (Fundraiser) at the Chauncey Pitre Multipurpose Facility. The motion was called to a vote and went as follows:
YAYS: Keith Saucier, Sidney Fontenot, Brent Guillory, Kevin Veillon and Daniel Arvie.
NAYS: None.
ABSTAIN: Bryan Vidrine, Darion Arvie, Tim Causey and Ryan Ardoin.
ABSENT: None.
The above and foregoing having been submitted to a vote was hereby approved this 12th day of January 2026.
Motion was made by Daniel Arvie and seconded by Darion Arvie to rescind the motion approving the selling of alcohol at Sheriff Posse Barn Dance Fundraiser. Motion carried.
Motion was made by Keith Saucier and seconded by Brent Guillory approving the selling of alcohol at Sheriff Posse Barn Dance (Fundraiser) at the Chauncey Pitre Multipurpose Facility. The motion was called to a vote and went as follows:
YAYS: Keith Saucier, Sidney Fontenot, Brent Guillory, Darion Arvie, Bryan Vidrine
NAYS: Ryan Ardoin, Daniel Arvie.
ABSTAIN: Tim Causey.
ABSENT: None.
The above and foregoing having been submitted to a vote was hereby approved this 12th day of January 2026.
Acadian Ambulance addressed the Jury with their monthly report.
Agenda item#14 will be tabled until further notice.
Motion was made by Sidney Fontenot and seconded by Ryan Ardoin approving $1,118,316.00 of funds in the 2% Sales Use Tax Fund to be split between each district for parish wide road maintenance. District 8 and District 9 will split half the amount of $118,316.00 and other 7 District will split $1,000,000 based on their road mileage percentages. Motion carried.
Motion was made by Daniel Arvie and seconded by Brent Guillory approving the IRS standard mileage rates for 2026 at 72.5 cents per mile driven for business use. Motion carried.
Motion was made by Sidney Fontenot and seconded by Keith Saucier approving to change the February Meeting date from February 2, 2026 to February 9, 2026. Motion carried.
Motion was made by Ryan Ardoin and seconded by Keith Saucier approving to refer agenda item#18 (Part-time work on delinquent tax properties) to the Executive Committee next month. Motion carried.
Motion was made by Daniel Arvie and seconded by Sidney Fontenot approving agenda item#19 (deadlines for contractors to complete jobs on future bidding) to be discussed at next months Road and Bridge Committee. Motion carried.
Park Manager at Crooked Creek Recreational Park addressed the Jury on profit and loss statements. Each month a report will be given to each juror for review.
Motion was made by Bryan Vidrine and seconded by Darion Arvie approving the price increases for Crooked Creek Recreational Park as presented, effective February 1, 2026. Motion carried.
Motion was made by Ryan Ardoin and seconded by Bryan Vidrine approving the distribution of $500,000 payment from Zydeco Solar Project for the next 5 years as follows:

Motion was made by Sidney Fontenot and seconded by Ryan Ardoin approving to table agenda item #22 (Distribution of Ad Valorem PILOT payments for Zydeco Solar Project) at this time. Motion carried.
Motion was made by Keith Saucier and seconded by Tim Causey approving to table agenda item #23 (resolution allowing President and/or Secretary-Treasurer to execute CEA between Evangeline Parish Police Jury and Industrial Development Board concerning distribution) at this time. Motion carried
Motion was made by Brent Guillory and seconded by Keith Saucier approving the reappointment of Felix Morein to another 5-year term on the Te Mamou Water District Board. Motion carried.
Approval of jail supply list will be tabled until further notice. No bill has been submitted from the Sheriff’s Department.
Motion was made by Tim Causey and seconded by Daniel Arvie authorizing the payment of bills on file in the Police Jury Office. Motion carried.
Motion was made by Sidney Fontenot, seconded by Darion Arvie and unanimously approved to amend the agenda to add the following items:
• Discuss attendance to the Registrar of Voters Convention.
• Ward Four Fire Protection District Board reappointments.
• Endorse Allen Parish resolution opposing drilling a disposal well at the landfill site adjacent to Evangeline Parish near the Cypress Creek Community.
Motion was made by Sidney Fontenot and seconded by Daniel Arvie approving Lucas Buller to attend Registrar of Voters Convention February 23-26, 2026 in Bossier City, La. Motion carried.
Motion was made by Tim Causey and seconded by Ryan Ardoin approving the reappointment of Shawn Duplechain and Kenneth Granter for another two-year terms on the Ward Four Fire Protection District Board. Motion carried.
Motion was made by Bryan Vidrine and seconded by Keith Saucier approving and supporting to endorse a resolution from Allen Parish Police Jury opposing drilling a disposal well at the landfill site adjacent to Evangeline Parish near the Cypress Creek Community. Motion carried.
Parish Engineer gave the following report:
• Ward 1 Industrial Park Project costs was presented to each Juror showing each project cost. Remaining funds for this project are recommended to be spent on water well at Industrial Park
• HVAC Project plans and specs will be sent to the State requesting to concur.
• Elevator project is ready to move forward.
Motion was made by Keith Saucier and seconded by Sidney Fontenot approving to prepare a contract for execution on the elevator project which requires the Parish in putting up 50% of the negotiated price of $185,000. Motion carried.
Secretary-Treasurer, gave the following report:
• Monthly budget to actual comparison reports have been emailed to each Juror. No comments were made regarding those reports.
Motion was made by Sidney Fontenot and seconded by Ryan Ardoin approving to adjourn the meeting. Motion carried.
