Pursuant to provisions of the laws of the State of Louisiana and particularly Title 30 of the Louisiana Revised Statutes of 1950 as amended, provisions of Statewide Order 29-M (LAC 43:XVII, Subpart 3), Statewide Order No. 29-M-3 (LAC 43:XVII, Subpart 5), and Statewide Order No. 29-M-5 (LAC 43:XVII, Subpart 7), notice is hereby given that the Secretary has prepared three Draft Permits (Orders) for the referenced applications and that the Secretary will conduct a public hearing to solicit comments on the Draft Permits. The hearing will be held in the Ward 7 Recreation gym and Community Center, 1615 Horridge Street, Vinton, Louisiana, 70668 on January 27, 2026, at 6:00 p.m.
At such hearing, the Secretary or his designated representative will give any interested person the opportunity to present testimony, facts, or oral or written comments relative to the three Draft Permits prepared in response to an application by:

On December 7, 2025, Vinton Dome Storage Hub, LLC (VDSH) submitted applications to amend the original applications received by the Department of Conservation and Energy (formerly the Department of Natural Resources) on March 16, 2023, for approval to drill and operate two Class III Solution-Mining wells and future conversion to Class II Hydrocarbon or Class V Hydrogen Storage wells and to establish Class II, III, and V area permits. VDSH published a Notice of Intent to file an application in The Advocate on November 6, 2025, and The Lake Charles American Press, on November 7, 2025. The proposed wells will be identified as GED Storage Well No. 004 and GED Storage Well No. 005 and located in the Vinton salt dome in Section 33, Township 10 South, Range 12 West, of Calcasieu Parish, Louisiana. Solution mining is proposed to occur initially at an approximate depth of 7,500 feet below ground level. The base of the lowermost underground source of drinking water (USDW) at this location occurs at an approximate depth of 850 feet BGL.

The Draft Permit and fact sheet are available for inspection between 8:00 A.M. and 4:30 P.M., Monday through Friday in the Office of Permitting and Compliance, Engineering Division, Rm. 817, of the LaSalle Building, 617 North 3rd Street, Baton Rouge, LA 70802. The Draft Permit and fact sheet are also available for inspection at the following locations: Calcasieu Parish Police Jury, 1015 Pithon Street, Lake Charles, LA 70601 and Calcasieu Public Library Vinton Branch, 1601 Loree Street, Vinton, LA 70668. In addition, the application package is available on the Louisiana Department of Conservation and Energy website.
Interested parties may submit written comments on the applications. Written comments concerning the applications must be received by the Office of Permitting and Compliance no later than 4:30 P.M., January 28, 2026.
