ALLEN PARISH

POLICE JURY

MEETING

NOVEMBER 3, 2025

The Allen Parish Police Jury met in regular session at the Police Jury Administration Building, Oberlin, Louisiana, November 3, 2025 at the hour of 6:00pm.

Present: Heath Ardoin, Allen Courville, Tony Hebert, Chad Sanders, Adam Hussong and Joe Perkins. Absent: Ruffin George and Roland Hollins.

Motion seconded and carried to go into session.

The LordÕs Prayer was said followed by the Pledge of Allegiance.

Held a public hearing to discuss an ordinance for Land Developing Permit.

Motion seconded and carried to adopt an Ordinance for Land Developing.

Motion seconded and carried to approve minutes from the October 6, 2025 meeting.

The Finance Committee had the following recommendations:

1. Approve to pay Waukesha-Pearce Industries, LLC up to $13,000.00 for materials for Solid Waste Trackhoe.

2. Approve to pay Old River $5,784.01 for road service replacement ECM for RD5 unit #9-16 Mack Dumptruck .

3. Approve to pay Vulcan, Inc. $11,478.00 for sign posts and stops signs to be split evenly between each road district.

4. Approve to pay Doggett Machinery Services $2,885.03 for repair and service for RD5 unit #9-29 Backhoe.

5. Approve to pay Southern Stone & Tile up to $7,000.00 for repairs to Courthouse entry steps, to be reimbursed by the insurance company.

6. Approve to pay Covington Sales & Services, Inc. $2,061.34 for 2 thermostats for hot oil storage and pothole patcher in RD4.

Motion seconded and carried to accept the recommendations of the Finance Committee.

The Road Committee had the following recommendations:

1. Approve a JSA with the City of Oakdale for grass cutting, pothole patching and trash pick up for the month of November, 2025.

2. Approve a JSA with Allen Parish School Board for manpower, equipment and material to repair the following bus turnaround:

3. Approve a JSA with the Village of Reeves manpower, equipment and material for maintenance on Rodeo Pen Road.

The CO2 Committee had the following recommendations:

1. In the case that Class VI Well permits are approved by the Landry Administration, we formally request that all companies intending to implement CO2 injection projects schedule a meeting with the full Allen Parish Police Jury to discuss their plans and ensure compliance with local regulations, safety plans, and community engagement plans.

Motion seconded and carried for the purchasing agent to take necessary action for fuel, materials, and supplies for the month.

Called for a Public Hearing for a Solar Farm Ordinance.

Called for a Public Hearing for an ordinance to change the speed limit on Monk Road.

Called for a Public Hearing to adopt the 2026 Budget.

Notified the public and discussed Class I Injection Well application.

Discuss Pipeline Construction Requirements.

No sealed bids were received for adjudicated property parcel# 0220062800 in Ward 2.

Motion seconded and carried to approve to reduce minimum bid to $2500.00 and re-advertise for bids.

Motion seconded and carried to approve to advertise for 6-month bids.

Motion seconded and carried to adopt a resolution approving the annual certification of compliance with the State of La for the Off System Bridge Replacement Program.

Motion seconded and carried to adopt a resolution authorizing the Police Jury President to enter into the following grant agreements with LA DOTD for improvements at the Allen Parish Airport:

a. State Project No. H.016720

B.I.L. NO. 3-22-0042-021-2025 T-Hangars and Taxilane

b. State Project No. H.016767 GA Maintenance 2025

Motion seconded and carried to approve a special event permit for the Fete Du VoidÕs Krampus Gumbo Cookoff at the Hardwood Mill Restaurant in Oakdale on December 5, 2025-December 6, 2025

Motion seconded and carried to approve to hire Trevon Solet full time in Road District 3 contingent upon meeting hiring requirements.

Discussed bus signage on Highway 377 in Fairview.

Recognized Ms. Strother to present the monthly inmate report. Expenses for the month of October 2025 totaled $14,558.13. We are under budget $8,841.87 for the year. Currently there are 98 Parish and 25 DOC inmates.

Recognized Mr. Joel Johnson for the report on the airport.
