TOWN OF LAKE ARTHUR OFFICIAL MINUTES FOR MEETING OF THE MAYOR AND TOWN COUNCIL MEMBERS PUBLIC HEARING MEETING OCTOBER 1, 2025, AT 6:00 PM The Town of Lake Arthur Mayor and Board of Council met at a public hearing at 102 Arthur Ave, Lake Arthur, Louisiana, on Wednesday, September 3, 2025, at 6:00 p.m. Notice of the meeting being duly exercised by the requirements of open meeting law for the purpose of passing Ordinance No.’s 630,631, and 632. Present at the Public Hearing was Mayor Sampson Lejeune, Council Members: Ricky Monceaux, Debbie Abshire, Corey Conner, Duke Broussard, and Mahlon Leblanc, in which a quorum was present. Absent: None. Also in attendance, Town Clerk Mindy Marcantel, representatives from Jennings Daily News, and two citizens. Mayor Lejeune called the public hearing to order at which time he read the following items: Ordinance No. 630, An Ordinance Authorizing the Public Auction of Surplus Movable Property belonging to the Town of Lake Arthur. Ordinance No. 631, An Ordinance Relative to Camping on Public Property. Ordinance No. 632, An Ordinance Authorizing the Town of Lake Arthur to declare the properties at 414 First Street Lake Arthur, Louisiana 70549 as surplus property, and authorize the Town of Lake Arthur to enter into a private purchase agreement for fifteen thousand between Town of Lake Arthur and Mr. Hubert Glenn Collins Sr. and Mrs. Patricia Ann Collins, and authorize Mayor Lejeune to execute the sale on behalf of the Town of Lake Arthur. There were no questions or comments made. Mayor Lejeune closed the Public Hearing at 6:02 p.m. REGULAR MEETING OCTOBER 1, 2025, AT 6:02 PM The Town of Lake Arthur Mayor and Board of Council met in regular session at 102 Arthur Ave, LA 70549, on Wednesday, October 1, 2025, at 6:02 p.m. Notice of the meeting being duly exercised by the requirements of open meeting law. It was motioned by Corey Conner, seconded by Debbie Abshire to amend agenda to add the following items: Motion to Approve the appointment of Sammy Lejeune Herpin as Town of Lake Arthur’s liaison to serve on the Jeff Davis Parish Tourist Commission pending approval by the Jeff Davis Police Jury. A roll call vote was taken. The motion carried unanimously. It was motioned by Duke Broussard, seconded by Corey Conner to adopt the amended agenda. A roll call vote was taken. The motion carried unanimously. It was motioned by Debbie Abshire, seconded by Duke Broussard to adopt the minutes from regular meeting held on September 3, 2025, as submitted. A roll call vote was taken. The motion carried unanimously. It was motioned by Corey Conner, seconded by Duke Broussard to approve paying the bills. A roll call vote was taken. It was motioned by Corey Conner, seconded by Mahlon Leblanc to Adopt Ordinance No. 630, An Ordinance Authorizing the Public Auction of Surplus Movable Property Belonging to the Town of Lake Arthur. A roll call vote was taken. The motion carried unanimously. ORDINANCE NO. 630 AN ORDINANCE AUTHORIZING THE PUBLIC AUCTION OF SURPLUS PROPERTY BELONGING TO THE TOWN OF LAKE ARTHUR WHEREAS, the Mayor and Board of Council Members for the Town of Lake Arthur, Louisiana have been advised that the Town presently owns certain movable property that is no longer of use to the municipality and are of the opinion that the sale of said property would be in the best interest of the municipality; AND WHEREAS, the Town of Lake Arthur is authorized to sell surplus property under the provisions of Louisiana Revised Statute 33:4712; THEREFORE, BE IT RESOLVED by the Mayor and Board of Council Members for the Town of Lake Arthur, Louisiana, that bids be received for the purpose of the sale of the following moveable property, said sale to be advertised in the manner provided by law, with the Town of Lake Arthur reserving the right to reject any and all bids received, to wit: 1) 2019 Ford Explorer VIN# 1FM5K8AR8KGB44946 BE IT FURTHER ORDAINED by the Mayor and Board of Council Members that after due advertisement and acceptance of bids, that the Mayor be authorized and empowered to execute any and all bills of sale and other documents necessary to transfer title to the above mentioned property to the respective highest bidder. A roll call vote was taken. The motion carried unanimously. ORDINANCE NO. 631 AN ORDINANCE ESTABLISHING RULES AND REGULATIONS REGARDING URBAN CAMPING IN THE TOWN OF LAKE ARTHUR WHEREAS, the Mayor and Board of Council Members for the Town of Lake Arthur, Louisiana deem it in the best interest of the Town of Lake Arthur to establish rules and regulations regarding the use of public property in Lake Arthur: NOW THERFORE, BE IT ORDAINED, the Mayor and Town Council for the Town of Lake Arthur do hereby adopt the following rules and regulations for urban camping in the Town of Lake Arthur; Part 1 Definitions: For the purposes of this article the following definitions apply: Camp or camping means the use of public property as a temporary or permanent place of dwelling, lodging or residence, or as a living accommodation at any time. Indications of camping may include, but are not limited to, burning a fire, carrying on cooking activities, storing personal belongings, laying down bedding for sleeping, using tents or temporary structures for shelter, sleeping or storing of personal belongings. Such activities constitute camping when it reasonably appears under the circumstances that the participants are using the area as a living accommodation, no matter how temporary. Public property means any public school, park, playground, street, sidewalk, right-of-way, highway, alleyway, bike path, transit stop or facility, or land whether improved or unimproved, or attraction, structure, facility, parking lot, or property open for public use. Part 2 Prohibited Acts: Purpose. The intent of this article is to protect the health, safety and welfare of the residents, business owners and the public at large within the city, and to assure all public property is readily accessible, clean and sanitary. It is not intended to interfere with otherwise lawful and ordinary uses of public property. No person shall camp on any public property, unless it is an area specifically authorized for camping or the person possesses a permit allowing camping in the area. This section does not apply to temporary structures or camps set up by a government agency or relief workers during a disaster or emergency situation. Nothing in this article shall be construed to criminalize homelessness, target the homeless community, or otherwise criminalize an individual's status rather than conduct. BE IT FURTHER ORDAINED by the Mayor and Town Council for the Town of Lake Arthur, Louisiana, in session duly convened, do herby made and ordain this ordinance, establishing rules and regulations for urban camping. ORDINANCE NO. 632 AN ORDINANCE AUTHORIZING THE PRIVATE SALE AGREEMENT OF SURPLUS PROPERTY BELONGING TO THE TOWN OF LAKE ARTHUR WHEREAS, the Mayor and Board of Council Members for the Town of Lake Arthur, Louisiana have been advised that the Town presently owns certain immovable property that is no longer of use to the municipality and are of the opinion that the sale of said property would be in the best interest of the municipality: AND WHEREAS, the Town of Lake Arthur is authorized to sell surplus property under the provisions of Louisiana Revised Statute 33:4712; Section A THEREFORE, BE IT RESOLVED by the Mayor and Board of Council Members for the Town of Lake Arthur, Louisiana, that the sale of the following immoveable property, said sale to be advertised in the manner provided by law. Lot 12 BK 1 Lake Arthur OP, 414 First Street Lake Arthur, Louisiana 70549 as surplus property, and authorize the Town of Lake Arthur to enter into a private purchase agreement for fifteen thousand between Town of Lake Arthur and Mr. Hubert Glenn Collins Sr. and Mrs. Patricia Ann Collins and authorize Mayor Lejeune to execute sale on behalf of the Town of Lake Arthur. BE IT FURTHER ORDAINED by the Mayor and Board of Council Members that after due advertisement, the mayor be authorized and empowered to execute the sale of all documents necessary to transfer title to the above-mentioned property to Mr. Hubert Glenn Collins Sr. and Mrs. Patricia Ann Collins. It was motioned by Debbie Abshire, seconded by Duke Broussard to approve Resolution for the Acceptance of Compliance Questionnaire for 2024-2025 Audit Engagement. A roll call vote was taken. The motion carried unanimously. RESOLUTION To Adopt the Louisiana Compliance Questionnaire BE IT RESOLVED that the Louisiana Compliance Questionnaire was received from the Office of the Legislative Auditor, State of Louisiana, and was properly completed by the Clerk for the Town of Lake Arthur and presented to the Mayor and Town Council to be approved and adopted as submitted. BE IT FURTHER RESOLVED that a copy of said Compliance Questionnaire be filed in the records of the Town of Lake Arthur and further, that a completed copy of the resolution be forwarded to McElroy, Quirk, & Burch, the auditing firm engaged by the Town of Lake Arthur to test the accuracy of the answers to the questionnaire and submit to the Town of Lake Arthur and the Legislative Auditor their opinion and validity of the answers therein contained. A roll call vote was taken. The motion carried unanimously. Mayor Lejeune announced National Night Out is October 28, 2025, from 6:00-8:00pm. Boo on Ave is October 26, 2025, along with Chilli Cook Off Contest. Mayor Lejeune stated work at the sewer plant is coming along and new UV light system arrived this week. It was motioned by Corey Conner, seconded by Dule Broussard to adjourn the meeting at 6:13 pm. It was a unanimous vote to adjourn the meeting.
