ÒREGULAR MEETINGÓ
The LaSalle Parish Police Jury met in Regular Session on the above date at its regular meeting place, the Police Jury Meeting Room, Courthouse, Jena, Louisiana at 6:00 p.m.
The following were present: President Casey Jones, Vice-President Jack Zeagler, Alfred Cassels, Rodney Douglas, Tim Lasiter, Timothy Kirl, David Moss, Brandon Streetman and Travis Pritchard. Also, present were Secretary-Treasurer Abbie Whittington, Assistant Secretary-Treasurer Rhonda McDowell and Assistant District Attorney Evans Dorroh.
Absent: Curtis Ainsworth.
A quorum being present the Police Jury of the Parish of LaSalle, State of Louisiana was duly convened as the governing authority of said Parish by President Casey Jones.
Opening prayer was offered by Brandon Streetman.
Motion by Rodney Douglas, second by David Moss and adopted to open the Regular Meeting.
Motion by Jack Zeagler, second by Timothy Kirl and adopted to approve the agenda.
The minutes of the previous meeting were approved on a motion by Brandon Streetman and second by Rodney Douglas.
The bills were approved on a motion by Tim Lasiter and second by Jack Zeagler.
Motion by Rodney Douglas, second by Tim Lasiter and adopted to approve monthly budget-to-actual comparisons on the General Fund.
The SuperintendentÕs September deletions and October additions schedule of work were approved on a motion by Timothy Kirl and second by Jack Zeagler.
Motion by Tim Lasiter, second by Timothy Kirl and adopted to transfer $43,500 from General Fund to Criminal Court Fund.
The following Resolution was adopted on a motion by Jack Zeagler and second by Timothy Kirl.
RESOLUTION # 2025-008
ANNUAL CERTIFICATION OF COMPLIANCE WITH STATE OF LOUISIANA OFF-SYSTEM BRIDGE REPLACEMENT PROGRAM
WHEREAS, the Code of Federal Regulations, as enacted by the United States Congress, mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity, and posted in accordance with the National Bridge Inspection Standards, and that an inventory of these bridges be maintained by each state; and
WHEREAS, the responsibility to inspect, rate and load post those bridges under the authority of LaSalle Parish, in accordance with those Standards, is delegated by the Louisiana Department of Transportation and Development to LaSalle Parish.
NOW, THEREFORE BE IT RESOLVED BY THE LASALLE PARISH POLICE JURY OF LASALLE PARISH, LOUISIANA, convened in Regular Session on the 13th day of October, 2025, that it does herby certify to the Louisiana Department of Transportation and Development (DOTD) that for the period of January 1, 2026 through December 31, 2026:
1. The Parish will perform all interim inspections on all parish-owned or maintained bridges in accordance with the National Bridge Inspection Standards and Specifications for the National Bridge Inventory;
2. All bridges owned or maintained by the Parish will be structurally analyzed and rated by the Parish as to the safe load capacity in accordance with the American Association of State Highway and Transportation Officials (AASHTO) Manual for Bridge Evaluation. The load posting information that has been determined by DOTD for all bridges where the maximum legal load under Louisiana State Law exceeds the load permitted under the operating rating as determined above will be critically reviewed by the Parish. Load posting information will be updated by the Parish to reflect all structural changes, any obsolete structural ratings, or any missing structural ratings;
3. All Parish-owned or maintained bridges which require load posting or closing will be load posted or closed in accordance with the table in the DOTD Load Rating Directives. All DOTD supplied load posting information concerning a bridge has been critically reviewed by the Parish Engineer prior to load posting; and
4. All bridges owned or maintained by the Parish are shown on the attached list in format specified by the DOTD. Corrections to data supplied to the Parish by the DOTD are noted.
5. All bridges owned and maintained by the Parish are accessible to DOTD for all routine bridge inspections. Parish will clear vegetation as required upon DOTD request.
These stipulations are prerequisites to participation by the Parish in the Off-System Bridge Replacement Program.
This resolution was considered and acted upon motion by Jack Zegler and second by Timothy Kirl and adopted by the Jury on the following vote on October 13, 2025.

ORDINANCE # 896
BE IT ORDAINED by the LaSalle Parish Police Jury convened in regular session on this the 13th day of October, 2025 that the following attached load limits and bridge closures are hereby established for participation in the Federal Off-System Bridge Program.
FURTHER BE IT ORDAINED that this list hereby supersedes the list filed on October 15, 2025 in Instrument Number 258605.

RESOLUTION # 2025-009
A RESOLUTION AUTHORIZING THE SALE OF SAID PROPERTY TO DWAYNE SCOTT AND AUTHORIZING CASEY JONES, PRESIDENT OF THE LASALLE PARISH POLICE JURY, TO EXECUTE A QUITCLAIM DEED AND ALL NECESSARY DOCUMENTS, AND REPEALING ALL RESOLUTIONS OR PARTS OF RESOLUTIONS IN CONFLICT HEREWITH
WHEREAS, the LaSalle Parish Police Jury (ÒPolice JuryÓ) owns a certain tract of land, having acquired the same by virtue of Tax Sale Certificate recorded at Conveyance Book 407, Page 423, Instrument No. 243726 of the records of LaSalle Parish, Louisiana, being more particularly described as follows:
East 40 feet of Lot 5 and West 20 feet of Lot 4, Block 19 of Zeagler Addition to the Town of Olla. This Property has a municipal address of 1555 London Street, Olla, Louisiana 71465.
WHEREAS, pursuant to the authority conferred by Section 2202 of Title 47 of the Louisiana Revised Statutes (LA R.S. 47:2202), the Police Jury is authorized to sell or donated adjudicated property in compliance with La. R.S. 47:2202.
BE IT RESOLVED by the LaSalle Parish Police Jury in legal session acting therein that the above-described property be sold by the LaSalle Parish Police Jury to Dwayne Scott pursuant to the provisions of La. R.S. 47:2022.
RESOLUTION APPROVED AND ADOPTED ON THE 13TH DAY OF OCTOBER, 2025.
