EVANGELINE PARISH POLICE JURY
REGULAR MEETING
SEPTEMBER 8, 2025
The Police Jury met in regular session assembled with the following members present: Keith Saucier, Sidney Fontenot, Ryan Ardoin, Tim Causey, Kevin Veillon, Bryan Vidrine and Darion Arvie. Absent and excused were Brent Guillory and Daniel Arvie. A quorum was present.
Motion was made by Bryan Vidrine, seconded by Keith Saucier and unanimously approved to amend the agenda to add the following item:
• Ratify actions of Committee Meetings held on September 8, 2025.
Motion was made by Keith Saucier and seconded by Ryan Ardoin approving the actions held at the September 8, 2025 Committee meetings. Motion carried.
There were no comments from the public regarding the agenda items.
Motion was made by Darion Arvie and seconded by Tim Causey approving the August 4, 2025 Meeting Minutes. Motion carried.
Motion was made by Bryan Vidrine and seconded by Keith Saucier approving to adjourn as a Jury and convene as Board of Review. Motion carried.
As advertised, the Police Jury, as a whole, met as a Board of Review to hear and/or review complaints received on the 2025 assessed valuations set by the Evangeline Parish Assessor. There was one appeal received from F D Portfolios, LLC regarding the assessments set by the Evangeline Parish Tax Assessors evaluations.
Motion was made by Bryan Vidrine and seconded by Keith Saucier to deny the appeal from F D Portfolios, LLC in addition to accept and approve the 2025 assessed values as prepared by the Evangeline Parish Tax Assessor. Motion carried.
Motion was made by Tim Causey and seconded by Keith Saucier approving to adjourn the Board of Review and reconvene the regular scheduled meeting. Motion carried.
Motion was made by Sidney Fontenot and seconded by Keith Saucier approving to replace Kevin O’Connor on PEMAC “Parish Emergency Management Advisory Committee” with Ty Soileau. Motion carried.
Motion was made by Sidney Fontenot and seconded by Darion Arvie to approve the paying of the following precincts:
01/1020 Faubourg Fire station
01/1171 Lincoln Road Fire station
01/1100 Courthouse  
Motion carried.
Motion was made by Bryan Vidrine and seconded by Keith Saucier approving an alcohol permit for Boggy Bayou Festival Black Pot Cook-Off to be held September 27, 2025. Motion carried.
Discussion was held authorizing the Police Jury Attorney to meet with School Board Attorney to begin a conversation about a conveyance of Hester Heath School properties. It was discussed that the agreement would include the Police Jury to take control of the building insurance and utilities each month. The School Board will look at the prices given and decide on a lease term. Capital Outlay funds or other funding sources would also be looked into to assist in renovation expenses. Motion was made by Sidney Fontenot and seconded by Keith Saucier approving to have both parties Attorneys meet to further discuss this item. Motion carried.
Motion was made by Darion Arvie and seconded by Tim Causey approving attendance to the 2025 Parish Legal Horizons Seminar sponsored by the Police Jury Association of Louisiana September 24-25, 2025 in Pineville, La. Motion carried.
Motion was made by Ryan Ardoin and seconded by Tim Causey approving “Patriot Road” as the road name for the new access to the new jail facility. Motion carried.
An update was given on Recurrent Energy’s Zydeco Solar Project. The design is about 90% complete. Building permit is in final review with Rapides Area Planning Commission and the Parish road entrance/boring permits are to be submitted to Public Works Director by September 12, 2025. Early Site work anticipated to begin as early as October 6, 2025 and start of construction targeted early November (on or after 11/3/2025).
Ville Platte City Marshal, Nicole Snoddy, addressed the Jury requesting assistance in funding for an additional employee which will cost approximately $50,000 annually for the employee’s salary and benefits. The Jury is currently contributing the Marshal’s Office $3,900 per month /$49,900 annually from the general fund to assist with their general expenditures. Motion was made by Bryan Vidrine and seconded by Tim Causey approving to table this item until the City Marshal’s office can provide the Police Jury with a budget. Motion carried.
Motion was made by Tim Causey and seconded by Keith Saucier approving the Jail supply list as submitted. Motion carried.
Motion was made by Keith Saucier and seconded by Bryan Vidrine authorizing the payment of bills on file in the Police Jury Office. Motion carried.
Public Works Director gave the following report:
• Bids for repairs/renovations at the Ville Platte Health Unit has been received. The prices range from $87,000- $90,000.
Motion was made by Bryan Vidrine and seconded by Keith Saucier approving the quote obtained from Gunter Construction for the repairs/renovations at the Ville Platte Health Unit. Motion carried.
Parish Engineer gave the following report:
• Industrial Park Infrastructure Project is about to be completed. There is a change order for 10” steel casing bore. The contractor is requesting to perform this work at $84,600. Parish Engineer is not in approval of this amount and is recommending to complete the project and not do the bores. Once the project is finished and approved as substantially complete, then the parish can solicit prices from contractors for the boring.
• Update on Wastewater treatment plant - Construction will start up in about two weeks and anticipating completion in mid-October.
• Sign at Industrial Park entrance should be completed soon.
• Crooked Creek Construction is substantially complete and is recommending the Jury for approval.
• Detention Pond Project – State is requesting that the Parish certifies that no other funds other than LWI funds will be used on this project. Also requesting agreement to pay for any cost overruns.
• Amendment to agreement with Quality Engineering is needed, to correct the language due to a typo.
Motion was made by Keith Saucier and seconded by Darion Arvie approving the Crooked Creek Bathhouse Construction as substantially complete. Motion carried.
Motion was made by Bryan Vidrine and seconded by Sidney Fontenot authorizing President of the Police Jury, to sign document related to the Detention Pond Project, certifying that no other funds other than LWI funds will be used on said Project. Motion carried.
Motion was made by Bryan Vidrine and seconded by Darion Arvie approving to submit an amendment in modifications to other terms and conditions of the Owner-Engineering Agreement with Quality Engineering as related to the Louisiana Watershed Initiative, Round 2 Engineering Services (Detention Ponds Project). Motion carried.
Secretary-Treasurer gave the following report:
• Approve replacement on 911 Board.
• Budget to actual comparison reports have been emailed to each Juror. No reports or comments were made regarding those reports.
• Sales Tax for the month of July 2025, $402,239.91
• Opioid Settlement Plan.
• Approve Admin training conference.
Motion was made by Keith Saucier and seconded by Ryan Ardoin approving to replace Mr. Ronnie Broussard on the Emergency 911 Board with Mr. Kyle Fuselier on an interim basis. Motion carried.
Motion was made by Bryan Vidrine and seconded by Keith Saucier approving to complete the participation form related to Opioid settlements as provided by the Attorney. Motion carried.
Motion was made by Bryan Vidrine and seconded by Sidney Fontenot approving Karen Rider to attend Parochial Retirement training class on Monday October 27, 2025 in Baton Rouge, La. Motion carried.
Motion was made by Keith Saucier and seconded by Darion Arvie approving to adjourn the meeting. Motion carried.
