These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Chitimacha Tribe.
REQUEST FOR RELEASE OF FUNDS
The Chitimacha Tribe of Louisiana has been awarded funds from the Department of Housing and Urban Development and the Federal Highway Administration to address the housing shortage on the Reservation.
The project will include the construction of eight new homes located at 1-8 Miccosukee Street, Charenton, LA 70523. HUD funds, along with FHWA funds, will be used to extend one roadway and construct two new roadways, underground utility infrastructure including sewer, water, and electrical for a total of fifteen lots, and eight new homes.
FINDING OF NO
SIGNIFICANT IMPACT
The Chitimacha Tribe has determined that the project will have no significant impact on the human environment. Therefore, and Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Chitimacha Tribal Office located at 155 Chitimacha Loop Road, Charenton, LA. And may be examined or copied upon contacting Loren Richard at 337-923-4973 Monday through Thursday between 8:00am and 4:30pm.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Chitimacha Tribal Office, Attention Loren Richard. All comments received by September 22, 2025 will be considered by Ms. Richard prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL
CERTIFICATION
The Chitimacha Tribe certifies to the HUD Office of Native American Programs, Region 6, that Melissa Darden, in her capacity as Tribal Chairman consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUDs Region 6 ONAP Office approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Chitimacha Tribe to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD Region 6 Office of Native American Programs will accept objections to its release of fund and the Chitimacha Tribes certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Chitimacha Tribe; (B) the Chitimacha Tribe has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD Region 6 ONAP; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD ONAP Region 6 Office, 301 N.W. 6th Street, Suite 200, Oklahoma City, OK. 73102. Potential objectors should contact HUD Region 6 ONAP Office to verify the actual last day of the objection period.
