ITEX DEVELOPMENT, LLC (ITEX) is requesting on behalf of the Owner, BYWATER HOUSING PARTNERS, LLC (BHP), sealed bids from licensed, qualified general contractors for the civil and foundation work at 4100 Bywater, a proposed 82 unit mixed-income and mixed-use multifamily community located at 4100 Royal Street, New Orleans, Louisiana.

The project shall be awarded only to general contractors who are licensed under State of Louisiana Contractors License Law LA. R.S. 37:2150-2192.

Responses Due: July 10, 2025, 2:00PM CST Basis of Reponses: Lump Sum Bid. This work will be federally funded by the Federal Emergency Management Agency (FEMA) via the Housing Authority of the City of New Orleans (HANO). Applicable requirements include compliance with the Davis-Bacon and Related Acts, Fair Labor Standards, Equal Employment Opportunity, Affirmative Action, Section 3 of the HUD Act of 1968, and contracting with small, minority, and disadvantage firms, as detailed in the project manual.

Response Submission: Email submission of the responses is required. Subject line shall read IFB #Bywater 25-01 General Contractor 4100 Bywater, New Orleans, Louisiana prior to the due date and time. The electronic response shall be submitted in PDF format to appsLA@itexgrp.com. The Owner reserves the right to waive irregularities and to reject bids. All bids must be accompanied by a bid security in an amount of five percent (5%) of the sum of the based bid and all alternates. Bidders will be required to have a payment and performance bond.

A mandatory pre-bid meeting will be held at 4100 Touro Street, New Orleans, (HANO Central Office) June 17, 1:00PM CST. Interested parties should email appsLA@itexgrp.com to RSVP for the meeting. BIDS SHALL BE ACCEPTED ONLY FROM CONTRACTORS THAT ATTEND THE

ENTIRE PRE-BID MEETING. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of Building Construction. Bid Drawings, Specifications and Documents will be provided by emailing appsLA@itexgrp.com. Bidders are responsible for their own reproduction costs. No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of L.A. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause.
