REQUEST FOR PROPOSALS

CITY OF ZACHARY, STATE OF LOUISIANA

DISASTER DEBRIS REMOVAL & RECOVERY SERVICES

The City of Zachary is hereby soliciting the submittal of Proposals from Contractors interested in providing Disaster Debris Removal & Recovery Services to the City of Zachary under Project No. Z2025001 as follows:

Contract Name: Z2025001 Contract for Disaster Debris Removal and Recovery Services

Principal Work Location: The Contract Work will be located generally throughout the City of Zachary.

Description of the Basic Work: The Contract Work comprises the removal of disaster related debris and disaster recovery services from scattered sites throughout the City of Zachary until December 31, 2027 with up to two (2) one-year extension options.

Proposals: Eligible firms must have demonstrated experience in managing FEMA reimbursable debris removal projects. Individual Request for Proposal packages are available for the service stated above.

The City of Zachary will receive proposals from Proposers having specific experience and qualifications in the area identified in the solicitation. For consideration, proposals for this project must contain evidence of the Proposers experience and abilities in the specified area and other disciplines directly related to the proposed services. Other information required by the City of Zachary may be included elsewhere in the solicitation.

The Proposer may be required before the award of any contract to show to the complete satisfaction of the City of Zachary that it has the necessary facilities, ability, and financial resources to provide the services therein in a satisfactory manner. The Proposer may also be required to give a history and references in order to satisfy the City of Zachary regarding the Proposer's qualifications. The City of Zachary may make reasonable investigations deemed necessary and proper to determine the ability of the Proposer to perform the work, and the Proposer shall furnish to the City of Zachary all information for this purpose that may be requested. The City of Zachary reserves the right to reject any offer if the evidence submitted by, or investigation of, the Proposer fails to satisfy the City of Zachary that the Proposer is properly qualified to carry out the obligations of the contract and to complete the work described therein.

In order for your Proposal to be considered, proposals (one original and six copies) must be received by the CHIEF ADMINISTATIVE OFFICER, City of Zachary, Louisiana, 4700 Main Street, Zachary, Louisiana, 70791, either by registered or certified mail with return receipt requested, or hand delivered, no later than 10:00 a.m. local time on July 31, 2025.

REQUEST FOR PROPOSAL PACKAGES: The Request for Proposals does not commit the City to award a contract, to pay any costs incurred in the preparation of a proposal, or to procure or contract for the articles of goods and services. The City reserves the right to accept or reject any or all proposals received as a result of the Request for Proposals, to negotiate with all qualified Proposers, or to cancel in part or its entirety the Request for Proposals, if it is in the best interests of the City to do so. Only those proposers that have obtained the official Request for Proposal packages from the above address will be considered.

The successful proposer will be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in the amount equal to one hundred percent (100%) of the contract price. Certificates of Insurance will also be required as specified.
