The Mayor and Board of Aldermen of the Town of Colfax, Louisiana, met this date in regular session at the City Hall meeting room, 1208 Main Street, Colfax, with the following members present: Mayor Garland Brossette; Alderman Alan Futrell, Alderwoman Timika Price, Alderwoman Beverly Saunders and Alderwoman Cinda Thomas. Absent: Alderwoman Gena Jones
Public Hearing was held for Ordinance #1 of 2025, Ordinance #2 of 2025, Ordinance #3 and Ordinance #4 of 2025 June 10, 2025 from 4- 4:30pm at Townhall 1208 Main St. Colfax, La 71417.
Special Meeting scheduled for 4:30pm was cancelled due to no quorum.
Mayor Brossette called the regular meeting to order. Town Attorney Charles Johnson gave the invocation and led the Pledge of Allegiance.
Pan American Engineers were absent but sent an updated project list to the Mayor and Council.
On motion by Alderman Futrell seconded by Alderwoman Saunders and unanimously carried to adopt the following:
ORDINANCE NO 1 OF 2025 .
An Ordinance adopting an Amended Operating Budget of Revenues and Expenditures for the General Fund for the fiscal year beginning July 1, 2024 and ending June 30, 2025.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE TOWN OF COLFAX, LOUISIANA in regular session convened that:
Section 1: The attached detailed estimate of revenues for the fiscal year beginning July 1, 2024 and ending June 30, 2025 is hereby adopted to serve as an Amended Operating Budget of Revenues for the Town of Colfax during the same period.
Section 2: The attached estimate of expenditures for the fiscal year beginning July 1, 2024 and ending June 30, 2025 is hereby adopted to serve as a Budget of Expenditures for the Town of Colfax during the same period. The adoption of these Expenditures is hereby declared to operate as an appropriation of the amount therein set forth within the terms of the budget classification.
Section 3: The amounts adopted are available for expenditure only to the extent included within the Amended 2024-2025 Budget. The Mayor, as Chief Operating Officer of the Town, has the authority to re-allocate budgeted revenues and expenditures to other budget or new categories in the budget as long as the total does not exceed 5% of the total budget. If the re-allocated amounts are expected to exceed 5% of the total budget, then the Mayor must seek Council Authority for approval.

Ordinance Number __3 of 2025_____
AN ORDINANCE RENEWING THE EXISTING WATER WELL LEASE FOR ONE YEAR.
WHEREAS, The Town of Colfax water well lease is up for renewal and the town is seeking to renew with the new term of one (1) year;
WHEREAS, the Town of Colfax desires to move forward with the lease renewal for one year with same terms and conditions as the previous lease;
NOW, THEREFORE, BE IT ORDAINED, that the Mayor is authorized to enter into the new lease agreement for the water wells property for a term of one (1) year.
All ordinances or parts of ordinances in conflict herewith be and are hereby repealed.
This ordinance shall be effective upon signature by the Mayor, or, if not signed or vetoed by the Mayor, upon expiration of the time for ordinances to become law without a signature by the Mayor.

AN ORDINANCE FIXING THE RATES
FOR WATER AND SEWER CONSUMPTION,
TO CUSTOMERS WITHIN
AND WITHOUT THE LIMITS OF
THE TOWN OF COLFAX, LOUISIANA
AND REPEALING ALL OTHER ORDINANCES IN CONFLICT THEREWITH
WHEREAS, the Town of Colfax, Louisiana, operates a water and sewer distribution system within the municipality and distributes water outside the municipality through the Town of Colfax Systems, and
WHEREAS, the Town of Colfax must operate with a balanced budget and must derive sufficient revenue from the utility systems so that the systems can be operated, maintained and improved without excessive general fund expenditures,
NOW THEREFORE, BE IT ORDAINED by the Mayor and Board of Aldermen of the Town of Colfax, Louisiana, in legal session duly convened that rates for the providing of water and wastewater shall be fixed in accordance with the following schedule:
I. Wastewater System
A. Residential - Inside Corporate Limits
Customer Charge $19.18/month
Waste Charge $4.80/1,000 gallons
B. Commercial / Industrial
Customer Charge $42.31/month
Waste Charge $4.80/1,000 gallons
C. Waste Charge shall be calculated on metered water usage.
D. The Customer Charge and Waste Charge shall be automatically increased or decreased in January of each year whenever the Consumer Price Index - Urban (CPI-U), as issued by the United States Department of Labor, Bureau of Labor Statistics, changes for the preceding calendar year.
II. Water System
A. Residential - Inside Corporate Limits
Customer Charge $34.94/month
Commodity Charge $6.78/1,000 gallons, over 2,000 gallons
B. Commercial - Inside Corporate Limits
Customer Charge $45.90/month
Commodity Charge $6.78/1,000 gallons, over 2,000 gallons
C. Residential - Outside Corporate Limits
Customer Charge $39.04/month
Commodity Charge $6.78/1,000 gallons, over 2,000 gallons
D. Commercial Out of Town / Industrial
Customer Charge $90.75/month
Commodity Charge $6.78/1,000 gallons, over 2,000 gallons
E. The Customer Charge and Commodity Charge shall be automatically increased or decreased in January of each year whenever the Consumer Price Index - Urban (CPI-U), as issued by the United States Department of Labor, Bureau of Labor Statistics, changes for the preceding calendar year.
BE IT FURTHER ORDAINED that the utility rates established herein shall become effective on the first billing cycle after July 1, 2025.
BE IT FURTHER ORDAINED that all ordinances or parts of ordinances in conflict herewith are hereby repealed.

RESOLUTION #19 of 2025
NOW THEREFORE BE IT RESOLVED, by the Mayor and Board of Alderman of the Town of Colfax a Resolution authorizing the Mayor to enter into a Cooperative Endeavor Agreement with the Louisiana Department of the Treasury and the State of Louisiana for funds from Act 776 of 2024.
The foregoing resolution was read in full; the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

Friends of Colfax Community gave a community update.
On motion of Alderman Futrell seconded by Alderwoman Saunders and unanimously carried the minutes, accounts payable, financial statements and adjustments were approved.
There being no further business to come before the Board at this time the meeting was adjourned.
