REGULAR MEETING June 10, 2025 The Regular Meeting of the Jennings City Council was convened on the 10thday of June, 2025 at 5:30 p.m. in the Jennings City Council Chambers, 154 N. Main Street, Jennings, Louisiana with President Stephen VanHook and a quorum present. Jennings City Council Members present: Carolyn Simon, District A; Johnny Armentor, District B; Clifton LeJeune, District C; Anthony LeBlanc, District D; Stephen VanHook, District E Jennings City Council Members Absent: None The Prayer was led by Ms. Simon and Pledge of Allegiance was led by Mr. Armentor. It was moved by Ms. Simon, seconded by Mr. LeJeune and carried by unanimous yeas of voice vote of those in attendance to APPROVE the Minutes of the May 13, 2025, Regular Meeting. Resolution No. 1805C – a resolution to adopt procedures for placing items on the City Council Agenda and the length of time for presentation to the council; and repealing all resolutions or parts of resolutions in conflict therewith. It was motioned by Mr. LeBlanc and seconded by Ms. Simon to introduce Resolution No. 1805C. After a brief discussion, no further action was taken. Ordinance No. 1820 – an ordinance to adopt the Pay Plan and the Operating & Capital Outlay Budget for FYE 06/30/2026. It was motioned by Mr. LeBlanc and seconded by Mr. LeJeune to introduce Ordinance No. 1820. Mayor Guinn stated that a hearing for public participation of the Proposed Budget was held just prior to the Council Meeting at 5:00 pm in compliance with LRS 39:1306-07 and the proposed budget was presented. There were no questions or comments at the Public Hearing. The floor was then opened for any public questions or comments. After a few questions and comments, it was carried by voice vote of 4 yeas and 1 nay from Councilman Johnny Armentor to INTRODUCE Ordinance No. 1820. Ordinance No. 1821 – an ordinance to adjust the water & sewer rates and connections and to set the schedule of fees and charges for services for FY 2025-26. It was motioned by Mr. LeJeune and seconded by Mr. LeBlanc to introduce Ordinance No. 1821. Mayor Guinn stated that a three percent price increase is being proposed for water and sewer. After no questions or comments, it was carried by voice vote of 3 yeas and 2 nays from Councilwoman Carolyn Simon and Councilman Johnny Armentor to INTRODUCE Ordinance No. 1821. Ordinance No. 1822 – an ordinance to adjust the solid waste collection and disposal rates to the CPI Index for FY 2025-26. It was motioned by Mr. LeBlanc and seconded by Mr. LeJeune to introduce Ordinance No. 1822. Mayor Guinn stated that the contract with our provider for curb side trash pickup allows an increase based on the consumer price index. The mayor explained that a 3% increase is being proposed based on the contract in place. After no other comments and questions, it was carried by voice vote of 3 yeas and 2 nays from Councilwoman Carolyn Simon and Councilman Johnny Armentor to INTRODUCE Ordinance No. 1822. Ordinance No. 1823 – an ordinance to authorize the mayor to adopt the annual Joint Service Agreements for FY 2025-26. It was motioned by Mr. LeJeune and seconded by Ms. Simon to introduce Ordinance No. 1823. Mayor Henry Guinn stated that passage of this ordinance allows him to enter into agreements each year with a variety of agencies for a variety of different purposes. After no public comment or questions, it was carried by unanimous yeas of voice vote of those in attendance to INTRODUCE Ordinance No. 1823. Ordinance No. 1824 – an ordinance to amend Appendix A (Zoning) Part 2, Schedule of District Regulations, Section 2.5 (A-3 Single – Family Residential) and Section 2.6 (A-4 Multifamily Residential) of the Comprehensive Code of Ordinances of the City of Jennings, Louisiana. It was motioned by Mr. LeBlanc and seconded by Mr. LeJeune to introduce Ordinance No. 1824. Mayor Henry Guinn stated that passage of this ordinance would help preserve the integrity of neighborhoods throughout the city. According to Mayor Guinn, this would allow mobile homes and travel trailers to go into zone A-5 and would remove the possibility from zones A-3 and A-4. After a few comments and questions, it was carried by voice vote of 3 yeas, one nay from Councilman Johnny Armentor, and one abstain from Councilwoman Carolyn Simon to INTRODUCE Ordinance No. 1824. Ordinance No. 1825 – an ordinance to establish minimum requirements and regulations for placement, construction, and modification of solar power plants. It was motioned by Mr. LeJeune and seconded by Ms. Simon to introduce Ordinance No. 1825. Mayor Henry Guinn stated that passage of this ordinance would keep the City of Jennings regulations in sync with the Jefferson Davis Parish Police Jury. After no public comment or questions, it was carried by unanimous yeas of voice vote of those in attendance to INTRODUCE Ordinance No. 1825. Ordinance No. 1826 – an ordinance to adopt International Property Maintenance Codes. It was motioned by Mr. LeBlanc to introduce Ordinance No. 1826. No second was obtained therefore the motion for the introduction of Ordinance No. 1826FAILED. Ordinance No. 1827 – an ordinance to adopt budget amendments for fiscal year ending June 30, 2025. Mayor Guinn stated that there were no budget amendments for fiscal year end June 30, 2025. Therefore, no council action was necessary. It was motioned by Ms. Simon and seconded by Mr. LeJeune to authorize the mayor to accept the lowest responsible bidder for Chlorine Gas for fiscal year 2025-2026. Bids were opened on June 9, 2025, at 10:00 a.m. Mayor Guinn stated this product is purchased throughout the fiscal year and the aggregate amount exceeds the bid law threshold requiring it to be publicly bid. The only bidder was Hawkins, Inc., of Sulphur. The bid amount was an increase of roughly 50 cents per pound from last year. The bid amount was $2.32/pound with a fuel charge of $25.00 per delivery, a $4.50 per delivery handling fee, and $10.00 rental per cylinder. Mayor Guinn recommended accepting the low bid. After no other questions or comments, it was carried by unanimous yeas of voice vote of those in attendance to authorize the mayor to ACCEPT the lowest responsible bidder for Chlorine Gas for FY 2025-26. It is mandated each year by the State of Louisiana that the City of Jennings assigns an Official Municipal Journal. It was moved by Ms. Simon, seconded by Mr. LeBlanc and carried by unanimous yeas of voice vote of those in attendance TO NAME the Jennings Daily News as the City’s Official Municipal Journal for the year 2025-26. Mr. Armentor motioned and Mr. LeBlanc seconded to discuss/update on the property located at 120 Panini Dr. belonging to Paul Geerts. Mr. Geerts was present to give update on progress and answer questions. After a few questions and comments, it was motioned by Mr. Armentor, seconded by Mr. LeJeune and carried by unanimous yeas of voice vote of those in attendance to allow Mr. Geerts an additional six months for home renovations. President VanHook reminded everyone of the Special Meeting to be held on Tuesday, June 24, 2025, at 5:30 p.m. which was called for by the City Clerk at the request of the council members. Ms. Carolyn Simon inquired about having department heads, specifically the Police Chief, present in future budget discussions.
