2025 Louisiana Emergency

Solutions Grant Program (ESGP)

The City of Shreveport has received an application for the 2025 Louisiana Emergency Solutions Grants Program (ESGP) from Louisiana Housing Corporation. ESGP funding may be used for the following eligible activities:

Rehabilitation or conversion of buildings into emergency shelters for the homeless

Operating costs for emergency shelters

Street outreach services for individuals experiencing homelessness

Homeless Management Information System (HMIS) participation

Homelessness Prevention and Rapid Rehousing Assistance

Eligible applicants include units of local government and Continuum of Care (CoC) agencies. Eligible applicants may allocate funds to private nonprofit organizations to execute eligible ESGP activities. The City of Shreveport is the official applicant.

Nonprofit organizations interested in submitting a project proposal for consideration may access the application beginning Monday, June 16, 2025, via the citys website www.shreveportla.gov. Search under the Department of Community Development / grant proposals /2025 Louisiana Emergency Solutions Grant Program.

For funding consideration all proposed project applicants must:

Participate in the Homeless Management Information System (HMIS)

Provide matching funds (which may include in-kind contributions) and

Comply with all ESGP program requirements

This announcement does not imply any funding obligation by the City of Shreveport. The City reserves the right to accept proposals that best fits its interests.

Submission Deadline:

All proposals must be received no later than 5:00 p.m. on Friday, July 11, 2025. Electronic submissions only; instructions will be clearly detailed in the NOFA. Proposals will not be accepted via fax or any other method.
