Meeting Minutes
THE PROCEEDINGS OF THE MAYOR AND BOARD OF ALDERMEN OF THE VILLAGE OF LOREAUVILLE, LOUISIANA, TAKEN AT THEIR REGULAR MEETING HELD ON MONDAY, JUNE 9th, 2025.
Present were Mayor Brad Clifton, Aldermen Jay DeCourt, Brad Louviere and Lottie Frioux, Clerk Tibi B. Hebert, Deputy Bonnie Gunner, Cameron Comeaux, Phyllis & Baron Bayard, Hubert Landry Jr, Trent Boudreaux, Stacey LeBlanc, Chris Perkins and Joshua Bourque.
It was moved by Mr. DeCourt, seconded by Mr. Louviere and carried to approve the minutes of the May 12th, 2025, meeting and to adopt them as written.
It was moved by Mr. DeCourt, seconded by Ms. Frioux to expand the agenda, by request of the Mayor, to include a Proclamation to Acknowledge local Community Heroes that were absent at the May meeting. Mayor Brad read a Proclamation profound gratitude to the following bodies; Mr. James Louis, Mr. Leroy Plowden, Mrs. Margaret Bonin, Corporal Collin Anslum, Deputy Bonnie Batiste, Mrs. Misty Sonnier, Mrs. Nicole Daniels, Paramedic Trent Boudreaux, EMT Stacy LeBlanc, Firefighters Captain Chris Perkins and Captain Joshua Bourque for their heroic rescue actions that helped to save the life of village resident, Mr. Baron Bayard. This event took place on Thursday, May 1, 2025 in the parking lot of St. Josephss Catholic Church Hall.
Mrs. Carol Whipp, Executive Director of Iberia Parish Council on Aging addressed the board about closing down the Loreauville Senior Citizen feeding location. There will be no changes to home deliveries.
It was moved by Mr. DeCourt, seconded by Ms. Frioux and voted unanimously to reappoint Hubert Landry, Jr. to the Iberia Parish Regional Planning commission board.
It was moved by Ms. Frioux, seconded by Mr. Louviere, and carried to approve adoption of the 2025-2026 fiscal year budget.
It was moved by Mr. Louviere, seconded by Ms. Frioux and carried to approve Resolution No. 06-09-2025 A, Adopt the Systems Survey and Compliance Questionnaire for CPA.
It was moved by Mr. DeCourt, seconded by Mr. Louviere and carried to approve Resolution No. 06-09-2025 B, Louisiana Local Government Budget Act.
It was moved by Mr. DeCourt, seconded by Mr. Louviere to adopt Amendment to Code of Ordinance Ch. 2, Administration, Article IV, Finance, Sec. 2-113, Travel Reimbursement. The following change was introduced; change the reimbursement amount for business mileage traveled from $.31 per mile to $.71 per mile, LA revised statutes states $.71 per mile, changed in January 2025.
It was moved by Mr. Louviere, seconded by Ms. Frioux to adopt Amendment to Code of Ordinance Appendix B, Employee Benefits. The following changes were introduced; acknowledge full time as an employee who works thirty-five (35) hours or more per week, as stated in LA revised statutes; removal of part-time benefits, acknowledge part time as an employee who works less than thirty-five (35) hours per week; include the addition of two (2) paid holidays, Martin Luther King Day and Presidents Day, as stated in LA revised statutes; change the current All Saints Day paid holiday to Veterans Day instead; include RETIREMENT PROGRAM into the employee benefits, per 2013 LA Revised Statutes R.S. 11:1751, Full-time employees must participate in the Municipal Employees Retirement System (MERS) program.
It was moved by Mr. DeCourt, seconded by Mr. Louviere and carried to approve Payment No. 9 in the amount of $137,220.85 to Minvielle Lumber Company, Inc. for the New Town Hall project.
It was moved by Mr. DeCourt, seconded by Ms. Frioux, and carried to approve Inv# 00344-13-2024 in the amount of $1633.86 for Paul Allain, architect for New Town Hall project.
The next regular meeting will be held on Monday, July 14th, 2025, beginning at 6:30 P.M. at the Old Loreauville Fire Station, at this time there will be a Public Hearing for the introduced ordinances to be adopted.
It was voted unanimously to adjourn. The meeting ended at 7:35 PM.
