Pursuant to provisions of the laws of the State of Louisiana and particularly Title 30 of the Louisiana Revised Statutes of 1950 as amended, provisions of Statewide Order No. 29-N-1 and Statewide Order No. 29-B, notice is hereby given that the Injection & Mining Division has prepared a Draft Permit for the application referenced below and that the Commissioner of Conservation will conduct a public hearing to solicit comments on the Draft Permit. The hearing will be held on the 2nd Floor of the Evangeline Parish Courthouse at 200 Court Street, Suite 207, Ville Platte, LA 70586 at 6:00 pm on July 17th, 2025.
At such hearing, the commissioner or his designated representative will give any interested person the opportunity to present testimony, facts, or oral or written comments relative to the Draft Permit prepared in response to an application by:

Charm Louisiana, LLC has applied to the Office of Conservation, Injection and Mining Division for a permit to convert a Class II Saltwater Disposal Well into a Class V Experimental Bio-oil Injection Well in Section 06, Township 02 South, Range 02 East, of Evangeline Parish. The facility will be located at 4675 Louisiana Hwy 115, St. Landry, LA 71367. The proposed well will be identified as Basco 6 EW Well No. 001 and will be used to inject non-hazardous bio-oil into the subsurface. The well was originally drilled to a depth of 3,727 feet below Kelly Bushing (KB). The base of the lowermost underground source of drinking water (USDW) at this location occurs at an approximate depth of 1,170 feet below ground level (BGL).

The Draft Permit and fact sheet are also available for inspection between 8:00 A.M. and 4:30 P.M., Monday through Friday in the Injection & Mining Division Office, Rm. 817, of the LaSalle Building, 617 North 3rd Street, Baton Rouge, LA 70802. In addition, the application package is available at the Louisiana Department of Energy and Natural Resources, Injection & Mining Division webpage.

During this public hearing, the hearing officer will only receive comments. The Office of Conservation will respond to all relevant comments in a written report after the conclusion of the public comment period.
Interested parties may submit written comments on the application. Written comments concerning the application must be received by the Office of Conservation no later than 4:30 P.M., July 18th, 2025.
