Town Council Meeting Minutes
May 5, 2025
The Town Council met on said date in a Regular Session at 6 P.M. in the Pollock Municipal Building Council Room, Pollock, La.
The following members were present: Councilwoman Kayden Carte, Councilwoman Kassandra Hooter, Councilman Kenneth “Daryl” Henry Councilman Sheldon Smith, and Councilman Alan Williams.
Mayor Beavers called the meeting to order.
Councilman Smith led the Lord’s Prayer.
Councilwoman Carte led the council in the Pledge of Allegiance.
Mayor Beavers welcomed all guests.
The meeting opened for public comments or questions from anyone in attendance concerning agenda items following LSA R.S. 42:14 with a (3) three-minute limitation per person.
Several citizens of the Simms Rd Community were present along with residents of the town and each that desired to speak stood and spoke concerning the proposed annexation and more specifically the annexation of the Chevron Store located at Simms Rd and Hwy 165 and the possibility of the stores ability to sale alcoholic beverage products if allowed to annex into the town. The citizens were requesting that the ordinance vetoed by the mayor the previous month, stand as vetoed. After hearing all comments, the public comments portion of the meeting was closed.
Attorney Greg Jones discussed the annexation ordinance that was adopted on April 7, 2025, and vetoed by the mayor on April 9, 2025. He explained that a majority vote would override the veto but when the time came to vote on the ordinance for the second time there would need to be a 2/3rds vote in favor to adopt the ordinance, which in this case would mean four yeas.
Motion by Councilman Smith seconded by Councilman Williams to approve the minutes from the April 7, 2025, regular meeting. Roll call vote: Yeas 5, Nays 0, Absent 0, Abstain 0. Motion carried.
Motion by Councilman Williams, seconded by Councilwoman Hooter to override the veto and open the ordinance up for consideration and adoption again by the council. Roll call vote: Yeas 3, Nays 2, Absent 0, Abstain 0. Motion failed due to the lack of 2/3rds vote.
Engineer Tom David was present and updated the council on several ongoing projects.
Dylan Spor with the CPA was present but had nothing to report.
Chief Paul presented his report.
The town attorney reminded everyone about TIER III reports being due May 15th.
Motion by Councilman Smith, seconded by Councilman Henry to adjourn. Roll call vote: Yeas 5 Nays 0, Absent 0, Abstain 0. Motion carried.
