DELINEATION AND SITE REMEDIATION FOR

POLYCHLORINATED BIPHENYLS (PCBs) AT

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) MICHOUD ASSEMBLY FACILITY, 13800 OLD GENTILLY ROAD, NEW ORLEANS, LOUISIANA

United States Environmental Protection Agency Region 6 (EPA) is providing notice of approval of proposed remediation work at a property owned by NASA at 13800 Old Gentilly Road, New Orleans, Louisiana. The MAF is utilized as a component installation of the NASA George C. Marshall Space Flight Center, based in Huntsville, Alabama. A series of environmental investigations between 1998 and 2022 characterized and identified soil impacted by Polychlorinated Biphenyls (PCBs).In February 2025, NASA submitted a PCB Cleanup Plan to EPA Region 6 for approval, and EPA is approving the submission. EPA has determined that the cleanup level necessary to return the site to unrestricted use is 1 part per million (ppm) or less of PCBs. EPA has the authority to issue approval for Risk-Based On-Site Remediation of PCB under the Toxic Substance Control Act and in accordance with 40 CFR 761.61(c).

PCBs were normally used as dielectric fluids in electrical equipment. In 1979, PCB dielectric fluids were banned from manufacture to limit further release of PCBs into lakes and streams, where they may bioaccumulate in the food chain into game fish that could be harmful if eaten. PCBs have been linked to liver and kidney damage if ingested in high concentrations over long periods of time.

REGIN 6, DALLAS, TEXAS. APROBACIN PARA LA DELINEACIN Y LIMPIEZA DE BIFENILOS POLICLORADOS (PCB) EN EL SITIO DE LAADMINISTRACIN NACIONAL DE AERONUTICA Y EL ESPACIO (NASA), INSTALACIN DE ENSAMBLAJE MICHOUD, 13800 OLD GENTILLY ROAD, NEW ORLEANS, LOUISIANA

La United States Environmental Protection Agency (EPA o Agencia de proteccin ambiental de Estados Unidos) Regin 6 est entregando la notificacin de aprobacin para las tareas de limpieza propuestas en una propiedad de la NASA ubicada en el 13800 Old Gentilly Road, New Orleans, Louisiana. La MAF (por sus siglas en ingls) se utiliza para la instalacin de componentes del NASA George C. Marshall Space Flight Center (Centro de vuelo espacial George C. Marshall de la NASA), con sede en Huntsville, Alabama. Una serie de investigaciones llevadas a cabo entre 1998 y 2022 determinaron e identificaron suelos afectados por bifenilos policlorados (PCB, por las siglas en ingls). En febrero de 2025, la NASA entreg a la EPA Regin 6 un Plan de limpieza de PCB para su aprobacin y la EPA est aprobando la solicitud. La EPA ha establecido que el nivel de limpieza necesario para recuperar el lugar para su uso libre de restricciones es de 1 parte por milln (ppm) de PCB o menos. La EPA tiene autoridad para la aprobacin de las Risk-Based On-Site Remediation of PCB (Tareas de limpieza basadas en el riesgo de PCB) conforme a la Toxic Substance Control Act (TSCA o Ley de control de sustancias txicas) y al artculo 40 761.61(c) del CFR (Cdigo de regulaciones federales).

Los PCB se emplearon normalmente como fluidos dielctricos en equipos elctricos. En 1979, se prohibi la fabricacin de estos fluidos dielctricos para limitar la liberacin de PCB en lagos o quebradas por los daos que puede causar su consumo debido a la posible bioacumulacin en la cadena alimentaria de productos de pesca deportiva. Los PCB han sido asociados a daos en el hgado y los riones de ingerirse en altas concentraciones durante extensos perodos.
