LIVONIA TOWN COUNCIL
REGULAR MEETING
March 17, 2025 – 6:30 p.m.
The Livonia Town Council met in regular session at 6:30 p.m. on March 17, 2025, in the Livonia Council Chambers, 3111 LA HWY 78, Livonia, Louisiana. Mayor Rhett Pourciau called the meeting to order and directed Town Clerk Donna Bergeron to call roll which resulted as follows:
PRESENT: Council Members Brian Bergeron, Lester Jarreau, Terry Jarreau, Twanna LeJeune, Lorne Webre
ABSENT: None
THE FOLLOWING WERE APPROVED
MINUTES: Motion by Ms. LeJeune, seconded by Mr. L. Jarreau, and carried to approve and publish the minutes as written from the regular meeting on February 10, 2025.
TREASURER’S REPORT: Motion by Mr. T. Jarreau, seconded by Mr. Webre, and carried, to approve the treasurer’s reports. Budget-to-actual was included for review and comments.
INVOICES: Motion by Mr. L. Jarreau, seconded by Mr. Webre, and carried, to approve the invoices for payment.
RESOLUTION
A resolution was offered by Ms. LeJeune to adopt the 2024 La. Compliance Questionnaire and present to Faulk & Winkler, CPA for 2024 Audit. Motion was seconded by Mr. T. Jarreau and carried.
REQUEST TO SUBDIVIDE PROPERTY – 3695 Selma Street
Request by Ms. Kim Rogers, 3695 Selma Street, to subdivide her property into Lots 2 and 2-A. All regulations to subdivide property complied therefore Ms. LeJeune made a motion to approve the request. Motion was seconded by Mr. Webre and carried.
RESOLUTION – Cooperative Endeavor Agreement
A Resolution was offered by Mr. T. Jarreau to enter into an inter-governmental cooperative agreement with the Pointe Coupee Parish Communication District to provide $15,800 in additional funding for the emergency telephone system. This funding will assist with providing 911 service to the people of the Town. Motion seconded by Mr. Webre and carried.
ENGINEER’S REPORT – Mr. Gregg Gautreaux
Sewer Plant – Key Construction has more sludge to remove from the plant before a substantial completion request can be submitted.
Tony Arikol, president of Professional Engineering Consultants, is meeting with Ricky David next week to further discuss the construction of the water well project.
Police Report –Police Chief Landon Landry
In February, 375 citations were issued with 11 warnings. One traffic accident/incident was worked, 45 complaints were answered, and 1 arrest was made. Fines collected for the month were $104,799.
Chief Landry thanked the Livonia maintenance staff, Pointe Coupee Sheriff’s Office, and all the other agencies for their assistance with the annual Livonia Mardi Gras Parade.
Each Council Member gave brief updates on their departments.
Junk, Park and Recreation – Council Member Brian Bergeron
Continuing to inspect properties and speaking with those who are in violation of the junk ordinance. Many have complied and others will be receiving an official notice to remove junk.
Livonia Park & Rec will be holding a workday later in the month to get the ballfields in playing condition.
Grass, Gas, and Sewer – Council Member Lester Jarreau
Several property owners received verbal notification that their properties were in violation of the grass ordinance.
Drainage and Streets – Council Member Terry Jarreau
Pointe Coupee Parish Government has cleaned additional ditches and repaired multiple street sections in need of maintenance, ahead of their larger road rehabilitation project planned for later this year.
Several street lights were reported out and have been repaired. Mr. Jarreau requested a street light be installed at the end of Bouquet Street. Price will be obtained for request.
Beautification and Abandoned Buildings – Council Member Twanna LeJeune
The damaged town sign on the southwest end of Airline Highway will be replaced soon now that the insurance claim has been approved.
Still looking into ways to improve the town website.
To improve communication between the council and the citizens, Ms. LeJeune requested each council member get a copy of the town work orders for reference and the status of the requests and projects.
Water and Abandoned Vehicles – Council Member Lorne Webre
Seven abandoned vehicles have been removed and many more are being addressed.
MAYOR’S REPORT – Mayor Rhett Pourciau
Proposals for the water and gas meter replacement project will be opened on April 8th.
Due to the constant vandalism of the restrooms at Glaser’s Park, the bathrooms will be locked and a portable toilet will be placed there.
The annual Easter Egg Hunt will be at Glaser’s Park on April 12th at 10:00 a.m.
