TOWN OF GOLDEN MEADOW REGULAR MEETING MINUTES-ABRIDGED

Mayor Joey Bouziga was present for the public meeting and called it to order on Monday, April 7, 2025 at 7:00 PM at the Golden Meadow Town Hall, 107 Jervis Drive, Golden Meadow, LA 70357.
Council Members Present: Mike Billiot, Jody Cheramie, Connie Demere, Nancy Fillinich, and Kip Plaisance
Council Members Absent: NONE
Others Present: Tracee Cloutier, Jeray Jarreau, Michelle Lafont, John Plaisance, and Rachel Robichaux
Mike Billiot led everyone in reciting the Pledge of Allegiance and Jody Cheramie led everyone in prayer.
A motion to approve the towns regular meeting minutes from 3/17/2025, as presented, was made by Council Member Billiot; seconded by Council Member Fillinich. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.

Public Hearing
The Mayor, Town Council, and citizens discussed considering an Ordinance adopting the Flood Damage Prevention Ordinance for the Town of Golden Meadow.
A motion to adopt an Ordinance updating the Flood Damage Prevention Ordinance for the Town of Golden Meadow, as presented, was made by Council Member Billiot; seconded by Council Member Plaisance. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
A motion to adopt a resolution ordering and calling an election to be held in the Town of Golden Meadow, State of Louisiana, to authorize the continuation of ad valorem taxes therein, as presented, was made by Council Member Cheramie; seconded by Council Member Fillinich. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
SCPDC Condemnation Proceedings:
BC 1054-120-B Malgum Lane-Betty Phares Orgeron and Jack Phares (all have a 10% interest), Mary Brown Phares, Edward Verdin, and Mary Phares Cox-Condemnation Order issued with an update due today. SCPDCs Building Inspector Morvant advised that more progress has been made to tear down the structure, so they recommend allowing them to continue. A motion to give the homeowner 14 days, with an update at the 4/21/2025 meeting, as presented, was made by Council Member Plaisance; seconded by Council Member Cheramie. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
BC 1067-234 Rue Pouche Vide-Estate of Hilda Alario Turnage and Juanita Turnage Gogreve, Euell Turnage-Condemnation Order Issued and on 3/17/2025 a demolition bid was awarded. Property was demolished by homeowner. SCPDCs Building Inspector Morvant did not inspect today. A motion to remove BC 1067 from the agenda, as presented, was made by Council Member Cheramie; seconded by Council Member Fillinich, but was rescinded due to still having items on the property. A motion to have South Central Planning inspect the property before the 4/21/2025 meeting, as presented, was made by Council Member Cheramie; seconded by Council Member Fillinich. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
Project Status Report:
Clean Water State Revolving Fund (Sewer Phase VIII (8)) (Cheramie)-GIS Bid Evaluation and Award Recommendation. Bids Received:
a. LA Contracting Enterprises, LLC-$435,830.00
b. Southern Underground of Louisiana, LLC-$721,252.00
A motion to accept the bid from LA Contracting Enterprises, LLC, as presented, was made by Council Member Demere; seconded by Council Member Plaisance. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
Attorneys Report:
BC 1068-112 Marshland Street-Sybil Aupied Daigrepont-Condemnation Order issued. As of 2/17/2025, the demolition is complete. Council requested an order to abate letter which was served 3/25/2025 asking that the issue be corrected by today; Notice to be Heard still needs to be scheduled. A motion to defer action to the 4/21/2025 meeting, as presented, was made by Council Member Plaisance; seconded by Council Member Fillinich. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
Police Business:
A motion to hire post certified Police Officer Emily Bourg, who passed her psychological exam at $17.50/hour, as presented, was made by Council Member Billiot; seconded by Council Member Cheramie. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE. Ms. Bourg will start on 4/11/2025.
A motion to add the repairs of the 2019 Chevy Tahoe to the agenda, as presented, was made by Council Member Billiot; seconded by Council Member Plaisance. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
A motion to authorize replacement of the transmission for the 2019 Chevy Tahoe for $5,566.71 from Scotts Auto Repair, as presented, was made by Council Member Plaisance; seconded by Council Member Cheramie. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
New Business
A motion to approve the March Budget to Actuals Financial Statement, as presented, was made by Council Member Cheramie; seconded by Council Member Fillinich. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE.
A motion to add trash to the agenda, as presented, was made by Council Member Cheramie; seconded by Council Member Fillinich. A roll call vote took place as follows: YEAS: Cheramie, Fillinich, Billiot, Plaisance, Demere; NAYS: NONE; ABSTAINED: NONE; ABSENT: NONE. Council Member Cheramie gave a report on the trash and trying to acquire trash can lids.
With no further business to discuss, a motion to adjourn this meeting at 7:39 PM, as presented, was made by Council Member Cheramie; seconded by Council Member Billiot. The Council unanimously approved the motion as presented.
