The TOWN OF OBERLIN is soliciting bids for DEMOLITION AND CLEARANCE OF DILAPIDATED AND BLIGHTED STRUCTURES, for the structure addresses noted above.
Bids will be received by the TOWN OF OBERLIN at Pan American Engineers, 1717 Jackson Street, Alexandria, Louisiana 71301 10:00 A.M. (Central Time), on Wednesday, May 14, 2025 and then at said office publicly opened and read aloud. Bidders may bid on one site, multiple sites, or all sites. The Town reserves the right to award contracts in its best interests; being multiple contracts for specific sites or a single contract for all sites. Any bids received after the specified time and date will not be considered.

The project scope at each site consists of the demolition, site clearance, and regulated disposal of residential structures (with associated ancillary and site improvements) that is severely dilapidated and creating blight conditions in the community. All structures identified for demolition and clearance under this elimination of blight effort have been condemned under the processes of L.R.S.33:4765.
Copies of the bidding documents shall be obtained at the office of Pan American Engineers, LLC upon deposit of $100.00 for each set of documents. The deposit on the first set of documents furnished to bonafide prime bidders will be fully refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.
The OWNER reserves the right to reject any or all bids for just cause.
Attention of Bidders is called particularly to the requirements for conditions of employment to be observed related to Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana.
Minority owned firms, small businesses, and/or Section 3 businesses are encouraged to participate.
Any person with disabilities requiring special accommodations must contact the Town of Oberlin no later than seven (7) days prior to bid opening.
The successful bidder must have an active Unique Entity ID (UEI) and be registered with the Federal System of Award (SAM) Registration Program prior to award of contract.
