The Village of Pleasant Hill City Council met in Regular Meeting Session on April 2, 2025 at 5:00 p.m.

Mayor stated, we received all the information pertaining to the security for the upcoming event sponsored by the Battle of Pleasant Hill committee.
Mayor informed attendees; the Community Clean-Up is scheduled for April 12th from 8am until
12 noon at the fire station.
Alderwoman Taylor asked, what type of items are being picked up?
Mayor replied in the past, we went around with a trailer and picked up trash in bags alongside the
road but this time we have trash picker-uppers, gloves and bags. We will start at one point and walk around the entire town.
Alderman Guillory, I will have the trailer attached to the truck and it will be parked alongside the road, so when the bags are full, we can just through it on the trailer.
Mayor stated, the 2023-2024 LGAP/CWEF grant has been closed out but payment is pending.
The 2025-2026 LGAP/CWEF application has been submitted.
Alderman Guillory explained the process involving the training "the life of a ticket".

Don't want to use "Life of a ticket" program. Motion passed
1. NEW BUSINESS:
Mayor presented, to the Council, letters of engagements from auditors to be selected for the town.
Motion: Alderman Taylor
Second: Alderman Guillory
To accept Thomas, Cunningham, Broadway and Todtenbier (TCBT) as our yearly auditors.
Motion passed.
1. MAYOR SPEAKS:
Mayor gave council copies of paperwork informing them of changes to the Bid Law/Open Meeting Law.
Mayor stated, we are trying to get with the Police Jury to help us with repairing some of our streets.
Mayor asked council to approve Purchase Orders forms to be used for town purchases.
Motion: Alderman Guillory
Second: Alderman Taylor
To use Purchase Orders forms. Motion passed.
Alderman Henderson asked, do we have a procedure or a guideline as to how to use them?
Mayor replied, you don't use them for every transaction but I will get that prepared for you.
Discussion of town vehicles was tabled, Motioned by Alderman Henderson and
Second by Alderman Taylor. Motion passed.
Trey Brown informed the Council the lawn mower's gear box has an oil leak and we've had it for over nine (9) years. It's time to purchase a new one.
Alderman Guillory shared information on warranty and service offered on the purchase of a new mower.

To purchase a new commercial mower. Motion passed.
Mayor stated, according to Mr. Cole, it's time to consider changing banks, because Sabine will be closing and the new bank will be a credit union and government entities cannot participate with credit unions.
Mayor presented Council with a quote to repair the boards on the trailer.

Mayor stated, we need to purchase chairs for our meetings.

1. ALDERMEN SPEAK:
LISA HENDERSON:
PHHS will be having their prom, April 5th, May 3rd we will be having our senior parade at 5pm.
DEBRA TAYLOR:
I would like to do a spring carnival on the eighteenth of April however, due to the vendors list and letters being mailed up north, that is not going to happen. I plan to bring the community together by doing functions that it will help fund our "Christmas In the Village". I am open to all ideas from the community, council, chief about what we can do, and we want to notify everyone in a timely manner. I thought about having several events to bring our community together verses going to other places.
SCOTT GUILLORY:
We are doing a "community-wide garage sale" May 3rd from 6am until 1pm. Any and all vendors are welcome. There's a set-up fee which can be paid at city hall. We will set up at the heliport.
1. CHIEF SPEAKS:
I would like to introduce Mr. Friday and he's going to discuss grants.
Mr. Friday introduced himself and gave detailed information about one of the companies he works for and how they would like to have a get-together at the end of April, open to the public, to (1) show appreciation and (2) meet new people.
1. WATER SUPERINTENDENT SPEAKS:
I have found someone to repair the town's manholes.
Mayor, I have a grant, LGAP/CWEF which will take care of repairing the manholes.
1. PUBLIC SPEAKS:
LaJuana Mosley expressed her concerns about issues pertaining to the drinking water.
Water Superintendent explained, we have an automated flush system set up on auto dial which does not always call you to let you know the system is not working properly.
Mayor stated, she and Trey will review the procedure of flushing the hydrants.
