MEETING MINUTES
Town of Zwolle
Regular Council Meeting
March 13th, 2025
5:00 P.M.
Present was Mayor Marvin Frazier; Councilmen Harry Babers and James Hubbard; Councilwomen Sandra Newton and Jane Rivers; and Town Clerk Ashley Garcie. Also present was Georgia Craven, Ethan Byrd, Cheryl Palmer, Jamie Collier, and Avery Williams. Absent was Councilman Allen Rivers and Chief Daniel Thomas.
I. The meeting was called to order with Mayor Frazier presiding.
II. Prayer was led by Councilman Harry Babers.
III. The Pledge of Allegiance was led by Councilwoman Jane Rivers.
IV. Councilman Harry Babers made a motion, seconded by Councilwoman Sandra Newton to approve the agenda as printed. Motion carried 4-0.
V. Police Report
1. Councilman James Hubbard made a motion, seconded by Councilwoman Jane Rivers to hire Avery Williams as a part-time police officer under the direction of the Chief at an hourly rate of $14.00 per hour. Motion carried 4-0.
VI. Public Comment Period
1. Meyer, Meyer, LaCroix & Hixson - Representative Ethan Byrd did not have any current projects to discuss and asked the council and Mayor if they had any concerns. No concerns were stated.
VII. Minutes
a. Councilman Harry Babers made a motion, seconded by Councilwoman Jane Rivers to accept the minutes from the February 13th, 2025, Regular Scheduled Meeting. Motion carried 4-0.
VIII. Committee Reports
1. Sales Tax Commission - Councilman James Hubbard reported that sales tax was down 33.11%, but that
2. Festival Committee - Councilwoman Sandra Newton announced that the Town will begin advertising for bids for the maintenance of the festival grounds next week.
IX. Treasury Report
1. After review, Councilwoman Jane Rivers made a motion, seconded by Councilman James Hubbard to accept the budget vs. actual financial report for February 2025. Motion carried 4-0. Councilman James Hubbard also spoke about the upgrades and beautification projects going on in downtown Zwolle.
X. Unfinished Business - None.
XI. New Business
1. Councilman Harry Babers made a motion, seconded by Councilwoman Jane Rivers to accept Resolution No. 1 of 2025 - MWPP for 2024. Motion carried 4-0.
2. Councilman James Hubbard made a motion, seconded by Councilman Harry Babers to enter into contract with the Office of Debt Recovery, to recover outstanding debt.
3. Mayor Frazier announced that Community Clean Up Day will be April 12th, 2025, and that the Zwolle High School FFA Chapter will provide hamburgers, hot dogs, and water during the clean-up.
4. Councilwoman Jane Rivers made a motion, seconded by Councilman Harry Babers to Introduce Ordinance No. 1 of 2025 - AMENDMENT AND REVISION OFTHE TOWN OF ZWOLLE, STATE OF LOUISIANA'S ONE PERCENT (1%) SALES AND USE TAX ORDINANCE EFFECTIVE OCTOBER 1, 2020. Motion carried 4-0.
XII. Councilwoman Sandra Newton made a motion, seconded by Councilman James Hubbard to pay all bills for the month of February. Motion carried 4-0
XIII. Department Reports
1. Sanitation - None
2. Streets - Councilwoman Jane Rivers talked about the new street signs and stop signposts that will replace the old ones downtown.
3. Water and Sewer - Mayor Frazier spoke about the different boring companies in town causing problems for the water department with the continuation of hitting water lines. He also stated that this was not only an issue for Zwolle, but for the whole parish.
XIV. Councilwoman Sandra Newton made a motion, seconded by Councilman Harry Babers to adjourn. Motion carried 4-0.
