ADVERTISEMENT FOR BIDS

The Sabine Parish Police Jury will accept sealed bids until 10:00 a.m., April 25, 2025, at the Police Jury Office in the Sabine Parish Courthouse, 400 S. Capitol Street, Room 101, Many, Louisiana 71449 for a new self-contained, purpose-built boom mower. At that time, the sealed bids will be opened and publicly read aloud. The bids will then be presented to the Police Jury during its next meeting, at which time they will be reviewed for award.

SEALED BIDS-HAND DELIVERED OR CERTIFIED MAIL

Sealed bids must be either hand delivered for a receipt or mailed as certified mail, with a return receipt requested. Bids may also be electronically submitted through Central Bidding from Central Auction House at: https://www.centralauctionhouse.com/Category/10702/SabineParishPoliceJury.

BID FORM-BID ENVELOPE

Bidder should bid on bidder's letterhead, with bid signed by bidder's representative. The sealed bid envelope should be plainly marked "Sealed Bid" showing the bidder's name, bid opening date and time and "Self-Contained Purpose-Built Boom Mower".

REJECTION OF BIDS

Any bid received after the bid closing time will be returned unopened. The Police Jury reserves the right to reject any and/or all bids.

GENERAL

The specifications herein state the minimum requirements of the Sabine Parish Police Jury. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The Sabine Parish Police Jury may consider as "irregular" or "non-responsive", any bid not prepared and submitted in accordance with the bid documents and specification, or any bid lacking sufficient technical literature to enable the Sabine Parish Police Jury to make a reasonable determination of compliance to the specifications. It shall be the bidder's responsibility to carefully examine each item of the specifications. Failure to offer a completed bid or failure to respond to each section of the technical specifications will cause the proposal to be rejected, without review, as "non-responsive". All variances, exceptions, and/or deviations shall be fully described in the appropriate section; deceit in responding to the specifications will be cause for rejection.

INTERPRETATIONS

In order to be fair to all bidders no oral interpretations will be given to any bidder as to the meaning of the specifications documents or any part thereof. Every request for consideration shall be made in writing to the Sabine Parish Police Jury. Based on written inquiry the Sabine Parish Police Jury may choose to issue an Addendum in accordance with Local Public Contract Laws.

SPECIFICATIONS

The specifications are a minimum for a new self-contained, purpose-built boom mower and are used only to denote the quality standard of the product desired and do not restrict bidders to a specific brand, make, manufacturer, or specification named; said specifications are being used only to set forth and convey to prospective bidders the general style, type, character, and quality of the product desired. Equivalent products are acceptable as follows:

EQUIPMENT

A new self-contained, purpose-built MowerMax(tm) boom mower or similar equipment of equal quality.

Powertrain and Engine

Horsepower of 154HP Cummins Stage V Turbo Diesel Engine

The engine coolant and hydraulic oil shall be cooled by a remote, horizontally mounted, heavy-duty side by side radiator/CAC/oil cooler with clean out reversing fan

The fuel tank shall be welded aluminum with a capacity of 48 gallons with locking fuel cap

The radiator shall have a remote horizontally mounted, 21" diameter fan driven by a heavy-duty gear motor with case drain and pressure relief/anti-cavitation valve with an operator controlled reversing valve to cleanout radiator

Two (2) heavy duty 26,000 lbs GVW axles with full time 4-wheel drive and 4-wheel steering with 3 steering modes: Four Wheel, Front, and Crab. Rear axle shall be self-centering when going from 4 wheel or crab to front wheel steer

Engine Batteries shall be located conveniently in the front of the machine for easy access with a locking door

Front axle shall have automatic, 45% limited slip differential and rear axle shall have 100% operator controlled locking differential

Unit shall have a 4-speed transmission with max 0-8 MPH in the 2 work modes, 0-22 MPH max in the 2 travel modes

Drive Axle Pump is to be heavy duty hydrostatic, closed loop piston pump with charge pump filter

Braking shall be accomplished via hydrostatic braking as well as a secondary foot-controlled service brake. Parking brake shall be electric over hydraulic with an integrated seat belt safety switch

Standard tires shall be 460/70R24 Radial with Multiuse tread

Boom Features and Mowing

Main boom is to be constructed of welded 9in. wide x 7in. high using 1/2 in. A-36 steel plate for all 4 sides

Main boom shall be lifted by a 6.5 inch bore cylinder with a 2.5-inch diameter rod with 1.75 inch 4140 pins

Outer boom is to be 5.5-inch-wide x 5 inch high using 3/8-inch A-36 steel plate

Outer boom shall be lifted by a 4.5 inch bore cylinder with a 2.0 inch diameter rod with 1.5 inch 4140 pins

Main pivot pins shall be constructed of 1.75-inch AISI 4140 steel

Each pivot pin is to be supported by a pair of 2-inch-wide hardened steel, greaseable Connex(r) bushings

Standard boom functions shall include horizontal swing, vertical lift, dipper reach, mower head tilt and mower head door open/close

Boom length options shall be:22ft, 24 ft, 26 ft, and 27 ft with Outer Boom Telescoping to 30 ft

All boom functions as well as axle stabilizer system must be controlled by the operator's right hand and the joystick

Boom must swing hydraulically a minimum of 175 degrees with a double trunnion cylinder rotator with dual cross port reliefs for system protection

Boom mower deck/attachment tilt shall be lifted by a 4.0 inch bore cylinder with a 1.50-inch diameter rod with 1.5 inch 4140 pins. The cylinder shall also have an integrated counter-balance holding valve

The Outer Boom tilt must come with the boom attachment Quick Disconnect System (QDS) with any easy 1.25 in Pull Pin and Stucchi Multi-coupling Plate for hydraulic hoses

The boom arm travel cradle must come with a 2-inch ratchet strap to secure boom in the cradle to prevent accidental movement when in travel mode

The main boom mount weldment shall be made of 3/4 inch and 5/8-inch A-36 steel and attached by a minimum of ten (10) grade 8 flange bolts with lock washers

Primary counterweight shall be custom, cast iron with a minimum of 3,400 pounds with integrated operator steps for easy access and be attached to the main frame with a minimum of nine (9), 1 inch grade 8 bolts

Additional cast iron counterweights (maximum of 3) shall be made available of a minimum of 1,400 pounds each and be attached to the main frame with a minimum of four (4), 1 inch grade 8 bolts.

Cab and Other Features

Custom designed cab shall be mounted in front of the engine and hydraulics for optimum operator visibility

Cab shall be fully isolation mounted with acoustical insulation on the outside and acoustical floor mat inside

Cab shall be certified for both ROPS-ISO 3471 and FOPS-ISO3449.

The right side of the cab, or the boom arm side, shall feature a minimum of 1/2 inch Lexan with no vertical supports to hinder the visibility of the operator while operating the boom

The steering wheel and column shall have a full column tilt and telescoping features and must include a horn and steering knob

The operator's seat shall be a Grammer, cloth seat with 12-volt adjustable air ride, two armrests, tilt, lumbar support, and operator presence switch limiting transmission functions and a seatbelt with switch for reminder alarm

Must include air conditioning, head and front windshield wiper with washer as standard equipment

Unit shall include a minimum of two rear view mirrors mounted on the left and right outside the cab

The engine gauge display shall be at least a 10-inch diagonal, touchscreen color monitor that is mounted on a double ball RAM mount for easy operator adjustment

Unit shall have 1 LED safety strobe bar on top of cab and a 35-inch LED directional light bar as well as 12 mini-LED strobes mounted on all 4 sides. (Front Main Frame, aft Cab Mount and Cab A/C Housing for light bar)

Unit must be equipped with a 107dB backup alarm, slow moving vehicle diamond, head lights with LED daytime running lights, high & low beam, front and rear turn signals, brake and reverse lights

Cab must come with a forward facing 20-inch LED light bar

Cab must be equipped with an audible and visible alarm for low hydraulic oil to alert operator of a hydraulic oil leak as well as high coolant temperature and low oil pressure

Cab must come with a mirror back up camera with front and rear view

Cab must be equipped with a minimum 7 inch touchscreen AM/FM stereo with Bluetooth, Apple CarPlay, Android Auto, and Handsfree Calling

Unit shall be equipped with one locking tool box mounted on the right side of the machine

Unit shall be equipped with 1-2.5 lb. fire extinguisher in the cab and 1-5 lbs. fire extinguisher mounted the rear of the unit

Unit shall have an auto-reversing, cleanout radiator fan

Unit shall be equipped with telematics and shall include a one-year cellular subscription for transmitting all engine and equipment data

Attachments

Boom Attachment-Rotary deck, 60 inch, frame shall be made of a minimum of 7 ga. steel plate and shall have a 1-inch-thick blade bar with 5/8-inch dual double-sided sling blades. The mower blades shall be powered by a closed-loop, hydrostatic piston pump with charge pump filter and a bent axis piston motor with maximum pressures capable of 4900 psi. This system shall have approximately 87% hydraulic efficiency. The rotary deck shall have a 90-degree swivel.

General

The manufacturer shall provide a warranty on all parts and labor for no less than one year from the date of delivery.

Manuals

Operator's manual (one copy); shop manual (one copy) and parts manual, in English.

DELIVERY

Delivery is to be made within ninety (90) calendar days from the date of the bid award, FOB Sabine Parish, Louisiana. The bidder must guarantee delivery time in the bid.

The Police Jury reserves the right to waive any informalities in the bidding.
