The Assumption Parish School Board met in Regular Session on Wednesday, March 12, 2025 at 6:00 p.m. at Assumption Parish Media Center, Napoleonville, LA with President, Bambi Hood, presiding.
PRESENT: Honoray Lewis (Ward 1), Lee Meyer, Jr., (Ward 2), Andrea Barras (Ward 3), Joshua Hebert (Ward 5), Daniel Washington (Ward 6), Bambi Hood (Ward 7), Jessica Ourso (Ward 8), Doris Dugas (Ward 9)
ABSENT: Alexis Boutain (Ward 4) (Entered meeting at 6:01 p.m.)
The meeting was opened in prayer led by Bambi Hood, Board President, followed by the Pledge of Allegiance led by Joshua Hebert, Board Vice President.
Ms. Boutain entered the meeting at 6:01 p.m.
Adoption of Agenda
On motion of Ms. Ourso / seconded by Mr. Hebert and unanimously carried - the Board adopted the agenda.
Consent Agenda
a) Approve minutes of February 19, 2025 School Board Meeting;
b) Adopt Resolution of Sympathy for Bonnie Simoneaux;
c) Approve addendum items.
On motion of Mr. Lewis / seconded by Mr. Washington and unanimously carried - the Board adopted the consent agenda.
Reports and Recognition
a) The Board received the Administrative Personnel Report.
b) The Board recognized and honored the Napoleonville Middle School Beta Club state convention winners:
Madison LeBlanc and Slade Thibodeaux, 4th place Performing Arts Solo, Duo, or Trio; Olivia Clement, 2nd place Jewelry Design; Brynn Thibodaux, 2nd place Digitally Enhanced Photography; Mya Mollere, Brynn Thibodaux, Karlie Knight, Karlie Landry, 3rd place Apparel Design. Each winner was presented a $25.00 check from Assumption Foundation for the Arts along with a $150.00 check for the school Beta Club.
c) The Board recognized and honored the Pierre Part Elementary Beta Club state convention winners:
PPE Club, Digital Portfolio; Bradley Clement, 1st place Digitally Enhanced Art; PPE Club, Accessorized Design; Hudsyn Landry, 5th place Digital Art; Kolbi Bolotte, 1st place Digitally Enhanced Photography. Each winner was presented a $25.00 check from Assumption Foundation for the Arts along with a $150.00 check for the school Beta Club.
d) The Board recognized and honored Khalayna Ratliff, 8th Grade Student at Labadieville Middle School, for placing 1st in the Poetry Competition at the State Beta Convention. Khalayna was presented a $25.00 check from Assumption Foundation for the Arts along with a $150.00 check for the school Beta Club.
Policy and Procedure
a) The Board received information on revisions to Policy JCDAE-Electronic Devices with approval to be requested at the April 2, 2025 board meeting.
b) On motion of Ms. Barras / seconded by Mr. Hebert and unanimously carried - the Board approved the 2025-2026 school year calendar.

c) A motion was made by Mr. Lewis / seconded by Mr. Washington to approve the expansion of the Online Virtual Program. Motion passed with the following vote taken:

NAYS: Ourso, Dugas
ABSENT: None
ABSTAIN: None
d) A motion was made by Mr. Hebert / seconded by Ms. Barras to approve the declaration of a Reduction in Force due to consolidation of schools for the 2025-2026 school year and approve the Reduction in Force procedures. Motion passed with the following vote taken:
YEAS: Lewis, Barras, Boutain, Hebert, Washington, Hood, Ourso, Dugas
NAYS: Meyer

Budget
a) On motion of Mr. Hebert / seconded by Ms. Ourso and unanimously carried – the Board approved the 2025-2026 Head Start Grant.
b) The Board received information on the Louisiana Applicant Processing Services Digital Fingerprints(LAPS) Enroll Your Own(EYO) Partner Options from Brandee Gros, HR Director, with approval to be requested at the April 2, 2025 board meeting.
c) On motion of Mr. Lewis / seconded by Mr. Hebert and unanimously carried – the Board adopted a resolution to amend the Assumption Parish School Board’s 1% Sales and Use Tax Ordinance effective June 1, 1965.
d) On motion of Ms. Dugas / seconded by Mr. Washington and unanimously carried – the Board adopted a resolution to amend the Assumption Parish School Board’s 1% Sales and Use Tax Ordinance effective December 2, 1981.
e) On motion of Ms. Barras / seconded by Mr. Lewis and unanimously carried – the Board adopted a resolution to amend the Assumption Parish School Board’s ½% Sales and Use Tax Ordinance effective July 1, 1992.
f) On motion of Ms. Ourso / seconded by Mr. Hebert and unanimously carried – the Board adopted a resolution to amend the Assumption Parish School Board’s ½% Sales and Use Tax Ordinance effective October 1, 2005.
Facilities and Grounds
a) On motion of Mr. Lewis / seconded by Ms. Barras and unanimously carried – the Board approved the task order and sitework proposal for installation of Bayou L’Ourse Primary additional modular buildings.
b) The Board received an update on current district projects from Dwayne Aucoin, maintenance supervisor.
Comments and Announcements
Ms. Barras announced that Autism Society Bayou will be hosting a 5K/family fun day on Saturday, March 15, 2025 at the Morgan City Municipal Auditorium.
Mr. Hebert announced that the 7th and 8th grade band students will be participating in the District 7 Band Festival on Monday, March 17, 2025 in Luling.
Ms. Hood commended Dr. Corey Crochet for creating the Stop, Look & Listen page for Assumption High School. She also extended best wishes to Ms. Margo Castro for a successful Ag Day on Thursday and Friday.
