NOTICE OF PUBLIC COMMENT AND PUBLIC HEARING ON
THE PROPOSED
2024-2029 FIVE-YEAR CDBG CONSOLIDATED AND
2025-2026 ACTION PLAN
NOTICE IS HEREBY GIVEN that the City of Thibodaux, in collaboration with the community, has prepared a proposed 2025-2029 Consolidated Plan and a 2025 Annual Action Plan funded pursuant to the Housing and Community Development Act of 1974, as amended, and anticipates being funded $750,000 over the next five years in the Community Development Block Grant (CDBG) program.
General categories in the Consolidated Plan include: Executive Summary, The Process, Needs Assessment, Market Analysis, Strategic Plan, and Annual Action Plan
The strategies for the next five years include;
Administration
Public Service: Transportation
Public Facilities: Infrastructure
Public Facilities: Park Improvements
Other Future Needs
FY2025-2026 ANNUAL PLAN
The City of Thibodaux expects to receive $150,000 for FY2025. The Annual Plan identifies all resources that are expected to be available to address needs in the community. The proposed funds will be utilized as follows:
Program Administration: $ 30,000.00
Public Service Grant/Bus Vouchers $ 10,000.00
PHASE II & III Bobby Street Sidewalks $ 110,00.00
The funding levels shown in the proposed plans are estimated amounts. The City of Thibodaux will adjust its proposed plan to match its actual allocation, once actual amounts become known. The plans activities will be increased or decreased from the estimated funding levels to match actual allocation amounts in the following manner:
1. Administration will be funded at 20%
2. Transportation will be funded at $10,000 as proposed, no adjustment
3. Public Facilities: sidewalks will be allocated the remainder of funding.
4. Any unprogrammed money from prior year projects can be dedicated to bridge the gap that may exist with decreased funding.
All Activities listed above shall principally benefit persons of low and moderate income in a manner that ensures that not less than 70% of such funds are used for activities that benefit such persons.
STATEMENT OF DISPLACEMENT;
The Office of the Mayor indicates that it is the intention of the Administration that no residents of the City of Thibodaux will be displaced as a result of this Community Development Block Grant assisted activity. Should displacement result from this Program, this Statement will be amended so as to reflect the Proposed Use of Funds necessary to carry out Relocation activities. Any persons so displaced shall be entitled to the benefits described by the Uniform Relocation Assistance Plan.

The public comment period is March 25, 2025 April 23, 2025. Any persons wishing to review the complete 2025-2029 Consolidated Plan and 2025 Annual Action Plan may do so within normal business hours at the Office of Housing & Community Development Office, 112 St. Mary St., Thibodaux, Louisiana or the Citys web page, www.ci.thibodaux.la.us (Department: Housing and Community Development). A public hearing will be held on April 24, 2025 at 4:00PM at the above location.
