OF THE MAYOR AND BOARD OF ALDERMEN

Present: Mayor Cheryl Clifton Driskell, Aldermen Frieson, Jackson, Jones, Barkschat and Clifton, Town Clerk Mika Rodgers, Veronica Brown LCMC Consultant and members of the Public
Absent: Police Chief Laing and Town Attorney Doug Dominic
There was a quorum
Mayor Cheryl called the meeting to order 6:10 pm, she then led the invocation and Pledge of Allegiance.
A motion was made by Alderman Clifton, seconded by Alderman Frieson to convene into a Public Hearing. The motion was carried by unanimous voice vote.
PUBLIC HEARING: The purpose of the public hearing is for the adoption of the following Ordinance(s), the title of which are hereinafter set forth, to wit:
Ordinance No. 1 of 2025
TITLE: AN ORDINANCE TO SET THE SALARY OF THE TOWN CLERK OF THE TOWN OF OIL CITY EFFECTIVE FEBRUARY 26, 2025 (FINAL READING)

Convene into Regular Session Meeting: A motion was made by Alderman Jones, seconded by Alderman Jackson to adjourn the Public Hearing into the Regular Session Meeting. The motion was carried by unanimous voice vote.
Approval of Agenda: A motion was made by Alderman Jones, seconded by Alderman Jackson to approve the Agenda. The motion was carried by unanimous voice vote.

Approval of Minutes: Special Session Meeting – January 15, 2025
A motion was made by Alderman Jackson, seconded by Alderman Frieson to approve the Minutes. The motion was carried by unanimous voice vote.
Regular Session Meeting- January 21, 2025
A motion was made by Alderman Jackson, seconded by Alderman Frieson to approve the Minutes. The motion was carried by unanimous voice vote.
Approval of Financials: January 2025 & February 2025
A motion was made by Alderman Clifton, seconded by Alderman Frieson. The motion was carried by unanimous voice vote
1. Resolution No. 9 of 2025
TITLE: A RESOLUTION AUTHORIZING THE MAYOR TO COMPLETE AND SUBMIT AN APPLICATION FOR A GRANT OF FUNDS FROM OFFICE OF COMMUNITY DEVELOPMENT, COMMUNITY WATER ENRICHMENT FUND (CWEF)
Clerk, V. Brown read the Resolution title, Mayor Cheryl explained that the grant of funds would be used to upgrade/repair the water distribution system. A motion was made by Alderman Clifton to approve, seconded by Alderman Jones. The motion was carried by unanimous voice vote
2. Resolution No. 10 of 2025
TITLE: A RESOLUTION IN APPROVAL FOR THE MAYOR OF THE TOWN OF OIL CITY TO SUBMIT A LOCAL GOVERNMENT ASSISTANCE PROGRAM (LGAP) APPLICATION.
Clerk, V. Brown read the Resolution title, Mayor Cheryl explained that the grant of funds would be used to upgrade/repair the lift stations and or sewer system. A motion was made by Alderman Clifton to approve, seconded by Alderman Jones. The motion was carried by unanimous voice vote
3. Resolution No. 11 of 2025
TITLE: A RESOLUTION TO AUTHORIZE THE MAYOR TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT BY AND BETWEEN THE LOUISIANA DEPARTMENT OF TREASURY AND THE STATE OF LOUISIANA, AND THE TOWN OF OIL CITY
Clerk, V. Brown read the Resolution title, Mayor Cheryl explained that this state appropriation of funds is in the amount of $15,000 and will be used to revitalize the Gusher Days Festival. A motion was made by Alderman Frieson to approve, seconded by Alderman Jones. The motion was carried by unanimous voice vote
4. Resolution No. 12 of 2025
TITLE: A RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT ON BEHALF OF THE TOWN OF OIL CITY AND EMERGENT ENFORCEMENT SOLUTIONS, LLC
Clerk, V. Brown read the Resolution title, Mayor Cheryl explained that Emergent Enforcement Solutions is the third party to work with the Louisiana Office of Debt Recovery and should be much more effective in collection efforts. Also, the new contract for the radar enforcement would allow Oil City to keep more of the ticket revenue than currently. After a brief discussion of the Board, a motion was made by Alderman Frieson to approve, seconded by Alderman Jackson. The motion was carried by unanimous voice vote and Alderman Clifton asked to let the record reflect that he opposed the radar enforcement contract but was in favor of the collections contract.
5. Ordinance No. 1 of 2025
TITLE: AN ORDINANCE TO SET THE SALARY OF THE TOWN CLERK OF THE TOWN OF OIL CITY EFFECTIVE FEBRUARY 26, 2025 (FINAL READING)

Whereas, Ms. Mika Rodgers is currently serving as the Acting Town Clerk for the Town of Oil City and the Mayor feels that she is capable of handling the required duties of such position.
WHEREAS, the Board of Aldermen of the Town of Oil City, Parish of Caddo, State of Louisiana have reviewed the 2025 Budget;
THEREFORE, BE IT ORDAINED by the Board of Aldermen of the Town of Oil City that the salary of the Town Clerk of the Town of Oil City shall be $14.50 an hour to be effective immediately.
First Reading: January 21, 2025 - Introduced and read by title and approved as read and set for Public Hearing on February 25, 2025. On motion by Alderman Frieson, seconded by Alderman Barkschat
Second Reading: February 25, 2025- Having been approved on the first reading on January 21, 2025 and after publication of notice and a public hearing, was read by title, with motion to approve as read by Alderman Jones, seconded by Alderman Barkschat. Motion was approved by the following Roll Call Vote:

TITLE: AN ORDINANCE TO SET THE SALARY OF THE CHIEF OF POLICE OF THE TOWN OF OIL CITY EFFECTIVE FEBRUARY 26, 2025 (FINAL READING)

Whereas, Mr. Malcolm Laing is currently serving as the Chief of Police for the Town of Oil City and has demonstrated over the past 30 years that he is capable of handling the required duties of such position.
WHEREAS, the Board of Aldermen of the Town of Oil City, Parish of Caddo, State of Louisiana have reviewed the 2025 FY Budget;
THEREFORE, BE IT ORDAINED by the Board of Aldermen of the Town of Oil City that the salary of the Chief of Police of the Town of Oil City shall be $ 40,000.00 per year (salary exempt), to be effective immediately.

WHEREAS, the Board of Aldermen of the Town of Oil City, Parish of Caddo, State of Louisiana have reviewed the 2025 FY Budget;
THEREFORE BE IT ORDAINED by the Board of Aldermen of the Town of Oil City that the salary of the Mayor of the Town of Oil City shall be $30,000 per year effective February 26, 2025.
First Reading: January 21, 2025 – Introduced and read by title and approved as read and set for Public Hearing on February 25, 2025 on motion by Alderman Clifton, seconded by Alderman Frieson.
Second Reading: February 25, 2025 – Having been approved on the first reading on January 21, 2025 and after publication of notice and a public hearing, was read by title, with motion to approve as read by Alderman Jackson, seconded by Alderman Jones.
