EVANGELINE PARISH POLICE JURY
SPECIAL MEETING
FEBRUARY 18, 2025
The Police Jury met in Special Session assembled with the following members present: Kevin Veillon, Keith Saucier, Sidney Fontenot, Ryan Ardoin, Tim Causey, Brent Guillory, Bryan Vidrine, Darion Arvie and Daniel Arvie. All members were present.
There were no comments from the public regarding the agenda items.
Motion was made by Keith Saucier and seconded by Tim Causey to approve the February 3, 2025 regular meeting minutes. Motion carried.
Discussion was held regarding a statement from Kim Ortego. President stated that the reason for letting Mr. Ortego go was a reasonable reason, legit and fair. According to legal in reading the statement Mr. Ortego admits to the violation in the terms of the termination. No action was taken.
Mr. Roland Holland with the Allen Parish Police Jury addressed the Jury regarding Carbon Sequestration. His concerns are with pipelines coming in the near future and exposure to carbon dioxide (CO2). If this is going to be forced on our parish and within our state we need some real strong deals for safety and mitigation.
Motion was made by Darion Arvie and seconded by Sidney Fontenot approving to accept proposals for landscaping at the Courthouse Square grounds. Motion carried.
Juror Tim Causey stated there is a concern with consistent heavy hauling on our parish roads and needs to amend the current road ordinance. Each juror was presented with a draft proposed ordinance to review. Motion was made by Bryan Vidrine and seconded by Keith Saucier to have this proposed ordinance be reviewed by the Parish Legal Counsel. Motion carried.
The Jury then discussed considering actions in creating an ordinance for trail rides. Motion was made by Ryan Ardoin and seconded by Bryan Vidrine approving the Secretary-Treasurer to draft up an ordinance considering noise, insurance and police presence. Motion carried.
Motion was made by Darion Arvie and seconded by Keith Saucier to approve amending the cemetery contract for Vandenburg Cemetery worker in District 7, changing to Jeremy Bourque and Hope Shepherd as cemetery caretaker for Mount Carmel Public Cemetery located in District 1; also adopting a resolution accepting notice of assessment #’s 0100137990/0100119300, Clifton O. Fontenot Cemetery off of a parish road to include grass cutting and maintaining the road in the current condition. Motion carried.
Discussion was held in considering personnel changes if necessary. Motion was made by Bryan Vidrine and seconded by Keith Saucier approving Region C, District 4 employees to qualify for holiday pay, retroactive to January 1, 2025. Motion carried.
Motion was made by Ryan Ardoin and seconded by Keith Saucier approving to make changes to the Personnel Policy Manual, under “Section 2” to include all full-time employees to be set at working 40 or more and any hours less than 40 would be considered part-time, effective February 18, 2025. Any employee hired before this effective date is grandfathered in. The motion was called to a vote and went as follows:
YAY: Keith Saucier, Sidney Fontenot, Ryan Ardoin, Tim Causey, Kevin Veillon, Brent Guillory, Darion Arvie, Daniel Arvie.
NAY: None.
ABSTAIN: Bryan Vidrine.
ABSENT: None.
Motion carried.
Motion was made by Daniel Arvie and seconded by Darion Arvie approving to advertise to accept proposals (RFP) for the Old Basile Library use. Motion carried.
Public Works Director is requesting from the Jury authorization to attend Water and Sewer classes for certification along with another employee. This certification would be for the maintenance of the parish sewer systems. Motion was made by Darion Arvie and seconded by Keith Saucier approving to attend schooling in Pineville, La April 14-17, 2025. The motion was called to a vote and went as follows:
YAY: Keith Saucier, Bryan Vidrine, Ryan Ardoin, Tim Causey, Kevin Veillon, Brent Guillory, Darion Arvie, Daniel Arvie.
NAY: None.
ABSTAIN: Sidney Fontenot.
ABSENT: None.
Motion carried.
Motion was made by Ryan Ardoin and seconded by Bryan Vidrine approving to adopt the Louisiana Compliance Questionnaire for the 2024 Audit. Motion carried.
Motion was made by Bryan Vidrine and seconded by Keith Saucier approving to table the WIC contract until the March 10, 2025 meeting. Motion carried.
Motion was made by Sidney Fontenot and seconded by Bryan Vidrine approving to call a public hearing for Monday March 10, 2025 at 4:45 p.m. to hear public comments and/or questions to abandon a road north of intersection Hwy 95 and Brangus Road. Motion carried.
Motion was made by Keith Saucier and seconded by Daniel Arvie approving to appoint Secretary-Treasurer as Ethics Designee to manage ethics violations. Motion carried.
Motion was made by Daniel Arvie and seconded by Sidney Fontenot approving reference of the monthly budget to actual comparison reports submitted. Motion carried.
Motion was made by Keith Saucier and seconded by Daniel Arvie approving to adjourn the meeting. Motion carried.
