1. Committee members recorded as present were: Mr. Michael Dias, Chairman; Mr. Leroy Blanchard, Mr. Chris Carter, Mr. Jeff Naquin, Mr. Jamie Ponville
Other Police Jurors recorded as present were: Mr. Ron Alcorn, Mr. Charles Breaux, Mr. Ira Patureau
2. Chairman Michael Dias requested to discuss “no tolerance” policy surrounding employee accidents while operating parish owned equipment/vehicles. Committee member Jamie Ponville stated that we just need to use good common sense. Committee member Chris Carter seconded what Committee member Jamie Ponville stated. Committee member Leroy Blanchard stated that once an employee has an accident, the employee and the Parish Manager, must go to Houma to complete a drug test. He stated that we need to start doing a drug test in-house and if they fail it then we can take them to the testing center because this takes time away from the Parish Manager’s duties. The Parish Manager stated that every time they have to go to Houma it normally takes about three (3) hours or sometime even longer. He stated that the only thing we don’t have in-house is the breath analyzer test. Committee member Leroy Blanchard suggested maybe we can send them to the jail to complete that test. No action was taken on this item.
3. Chairman Michael Dias requested approval of the end of probationary period for the Equipment Operator 1B, effective January 31, 2025. The Parish Manager stated that he does recommend this.
4. Committee member Jeff Naquin offered a motion, seconded by Mr. Leroy Blanchard, “THAT, the committee approve the end of probationary period for the Equipment Operator 1B, effective January 31, 2025.” This motion was unanimously adopted.
5. Chairman Michael Dias requested approval of the end of probationary period for the APCC Maintenance Worker, effective February 7, 2025. The Parish Manager stated that he does recommend this.
6. Committee member Leroy Blanchard offered a motion, seconded by Mr. Jeff Naquin, “THAT, the committee approve the end of probationary period for the APCC Maintenance Worker, effective February 7, 2025.” This motion was unanimously adopted.
7. Chairman Michael Dias requested approval to hire an Equipment Operator 3 with CDL at grade 5 step 18. Committee member Jeff Naquin asked the Secretary-Treasurer if the budget could sustain these new hires. The Secretary-Treasurer stated that she didn’t have an answer to that question because this was the first time she ever saw the numbers and had not made any calculations.
8. Committee member Jamie Ponville offered a motion, seconded by Mr. Jeff Naquin, “THAT, the committee approve to hire an Equipment Operator 3 with CDL at grade 5 step 18.” This motion was unanimously adopted.
9. Committee member Leroy Blanchard stated that it was brought to his attention that future employees were needing employment faster than waiting for the next meeting to approve it, so they actually lost a few potential employees in the process. He suggests that we give the Parish Manager the approval to hire an employee and once they are hired, they just present it to the Jury at the next meeting.
10. Committee member Chris Carter offered a motion, seconded by Mr. Leroy Blanchard, “THAT, the committee approves and authorizes the Parish Manager to hire employees before coming to the board members then ratifying at the next jury meeting.” This motion was unanimously adopted.
11. Chairman Michael Dias requested approval to hire an Equipment Operator 1B without CDL at grade 5 step 10.
12. Committee member Chris Carter offered a motion, seconded by Mr. Jeff Naquin, “THAT, the committee approve to hire an Equipment Operator 1B without CDL at grade 5 step 10.” This motion was unanimously adopted.
13. Chairman Michael Dias requested an update on dual facing cameras for parish vehicles. The Parish Manager stated that he is finalizing the price list and he will bring the list to the jury once its complete.
14. Chairman Michael Dias requested to discuss employee evaluations. Committee member Leroy Blanchard asked the supervisors if they can please email them to all the jurors for their review.
15. Committee member Leroy Blanchard stated that we have a deviation to go into Executive Session regarding Personnel matters.
16. Committee member Leroy Blanchard offered a motion, seconded by Mr. Chris Carter, “THAT, the committee approves to go into Executive Session.” This motion was unanimously adopted.
17. Committee member Jeff Naquin offered a motion, seconded by Mr. Chris Carter, “THAT, the committee approves to re-enter back into Regular Session.” This motion was unanimously adopted.
18. Committee member Leroy Blanchard offered a motion, seconded by Mr. Jeff Naquin, “THAT, the committee approves to follow the recommendation of the Parish Manager in regards to the termination of an Equipment Operator 1.” This motion was unanimously adopted.
19. Committee member Leroy Blanchard offered a motion, seconded by Mr. Chris Carter, “THAT, there being no further business to come before the Personnel Committee, the meeting be adjourned.” The motion was unanimously adopted.
