MEETING
JANUARY 13, 2025
Public Council meeting was held 1/13/54 at 6:30pm at the Elizabeth Village Hall, 230 Poplar Street, Elizabeth, LA. The notice of Meeting having been duly posted in accordance with requirements, the meeting was called to order by Mayor Mandy Green at 6:30pm. Opening prayer led by Mr. Ken Kelly, then Pledge of Allegiance and roll call by Mayor Green.

1. No comments from the public on any agenda item.
2. Mayor Green requested to go into Executive Session to discuss Sales and Use Tax. Ken Kelly made a motion to go into Executive Session. Stacy Weldon seconded. Ken Kelly-yea, Stacy Weldon-yea, for a unanimous vote. Sales and Use tax discussed. Ken Kelly made a motion to adjourn the session. Stacy Weldon seconded. All in favor.
3. Stacy Weldon made a motion to approve minutes from 12/14/24 meeting. Ken Kelly seconded. All in favor.
4. Stacy Weldon made a motion to approve the agenda. Ken Kelly seconded. All in favor.
5. ENGINEERÕS REPORT
A. Glenn Turner, Engineer gave update on grants. The sewer rehab project has begun. They are Tving some of the sewer lines presently. The Wastewater Treatment Plant is almost complete. A punch list still has to be done for the Water Well project.
6. CODE COMPLIANCE
A. No report for property maintenance at this time.
7. POLICE CHIEF
A. Officer Zach LaCaze gave the monthly police report.
8. FIRE CHIEF
A. Chief Brandon Sweat gave the monthly fire report. He stated that some of the fire department will be going to class in February for further training. The Hose and Pump tests were done on the fire trucks. They passed, but Engine 1 will need work within a couple years. Engine 2 needs to be looked at because the batteries keep running down on it. The fire department will have its annual fundraiser to raise money for school scholarships for graduating students on the fire department. Chief Sweat stated that they applied for a $20,000 grant through 1PointFiveUSA, LLC for bunker gear and they were awarded this grant. He stated that they will be applying for the Firehouse Sub Grant to get more gear. Also, the fire department received some donated air packs. There are some packs they have on hand that will be put up for surplus. Chief Sweat said that the flow tests will be done around May or June 2025. He also stated they will try to do Stranger Danger days at the end of August.
B. Chief Sweat made the recommendation to appoint Steven Self as assistant Fire Chief. He stated that he would like to eventually change the SOP to reflect allowing the fire department crew to help decide by vote whom the assistant will be yearly.

A. Ken Kelly made a motion to adopt Resolution 127-2025 allowing the Elizabeth Town Hall to be used as a polling place and for the business offices located within the Town Hall to be closed during all elections. Stacy Weldon seconded. All in favor.
B. Ken Kelly made a motion to adopt Resolution 128-2025 recognizing all weekday elections held at the Elizabeth Town Hall as an official paid holiday for full-time employees and to amend employee handbook to reflect same. Stacy Weldon seconded. All in favor.
10. VILLAGE ATTORNEY
A. Attorney Sutton gave an update on improper sewage discharge. She stated that next month an ordinance will be introduced to allow the Village to cut water utility off if improper sewage discharge is discovered.
B. She stated that next month a resolution will be brought forth concerning an election on a Sales and Use tax.
C. Ken Kelly stated that - Notice is hereby given that at its meeting to be held on Monday, February 10, 2025 at 6:30 p.m. at its regular meeting place, the Village Hall, 230 Poplar Street, Elizabeth, Louisiana, the Mayor and Council of the Village of Elizabeth, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in the Village of Elizabeth, State of Louisiana to authorize the levy of a sales and use tax therein.
11. COUNCIL
A. Stacy Weldon introduced an amendment to Ordinance 06-17F to become Ordinance 06-17G which adds a section for Residential Rental utility deposits. The water deposit will be $250.00 plus the $25.00 connect fee. The gas deposit will be $275.00 plus the $25.00 connect fee. A public hearing to be held February 10, 2025 at Elizabeth Village Hall at 6:30pm prior to consideration of adoption.
B. Stacy Weldon made a motion for Council to approve expenses for December 2024 and comparison of actual expenses to budget. Ken Kelly seconded. All in favor.
12. Ken Kelly made a motion to adjourn. Stacy Weldon seconded. All in favor.
