General Notice
The Village of Morganza has been afforded the opportunity to participate in the FY 2024 Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) Grant Program through the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (DOT-PHMSA). The Village has been awarded a grant for gas system distribution improvements. The Village is now seeking the services of a Federal Program Administrator to assist with the implementation of the project and future phases of the NGDISM grant including, but not limited to, application resubmission.
The Village is soliciting proposals for federal program administration services to assist with general program administration, acquisition, environmental compliance, financial management, labor compliance, monitoring, closeout, etc.
All responses received will be evaluated on the basis of the written materials submitted in accordance with the selection criteria and corresponding point system, identified in this request. The intent is to award a contract to the respondent obtaining the highest total score in the evaluation process.
Selection criteria and corresponding point system: 1) Price Consideration - Maximum of 10 points for the lowest lump sum fixed fee proposal. 2) Experience of personnel to be assigned to the project - Maximum of 20 points to firms with personnel with 10 years or more experience assisting with federally funded projects. 3) Qualifications of the Firm or personnel to be assigned to the project - Maximum of 20 points for assisting with 10 or more federally funded projects over the last 10 years. 4) Past performance of the firm and/or its personnel - Maximum of 20 points for the most satisfactory.
The agreement will be on a lump sum, fixed price basis.
